Others covered by the proposed ban are: individuals related to incumbent government officials up to the 4th degree of consanguinity or affinity; those who served from the position of bureau chief up to any position in the cabinet within five years from the party list elections they are being nominated for; former provincial police directors; Armed Forces battalion commanders or any higher position within five years from the party list polls they are being nominated for; as well as individuals whose income is more than the base pay of a party list representative at the lower chamber. The bill further requires nominees to belong to the marginalized and underrepresented sector, which their group seeks to represent in Congress. “There is an urgent need to restore the party-list system to its original purpose, which is to give the marginalized sectors representation and voice in Congress. The party-list system has been bastardized throughout the years, and there is therefore an even more urgent need now to strengthen and further improve so as not to make useless and illusory the representation of marginalized and underrepresented sectors of our country,” ACT Teachers Party List Rep. Antonio Tinio, Gabriela Party List Rep. Sarah Elago, and Kabataan Party List Rep. Renee Co said in their explanatory note for the bill.

Matapos nito ay tuluyang tinulak papalayo ng lalaki ang motorsiklo. “Yung exact na 2:54 a.m. galing siya rito, tinitingnan niya ‘yung motor, then lumipat po siya sa likod. Doon po siya nanunungkit ng mga nakasampay na damit, ‘yun po talaga ‘yung una niyang kinuha,” sabi ng biktima. Pasado alas-6 na ng umaga nang mapag-alaman ng may-ari na nawawala na ang kanyang motorsiklo. Agad siyang nagtungo sa barangay para mag-blotter at nagreport na rin sa pulis. "Palagay ko ito hindi taga-Tumana. Dumayo lang dito para magnakaw ng motor. Kung ito’y taga-Tumana dampot agad kasi may profile kami,” sabi ni Jamin Pahayahay, desk officer ng Barangay Tumana.
