Israeli President Isaac Herzog and army chief Eyal Zamir have condemned burgeoning Israeli settler attacks against Palestinians in the occupied West Bank in a rare public rebuke of what has become a daily cycle of violence often backed by the Israeli military. Herzog on Wednesday described the attacks as “shocking and serious,” adding a rare and powerful voice to what has been heavily muted criticism by top Israeli officials of the settler violence, which involves killings and beatings of civilians and destruction of their property. On Thursday, a group of Israeli settlers vandalised a mosque near the town of Salfit in the occupied West Bank, according to the Wafa news agency. Quoting a local activist, the agency reported that Israeli settlers poured flammable material at the entrance of the mosque and wrote racial slurs on its walls. The report said residents helped put the fire out before it spread through the mosque. Dozens of masked Israeli settlers attacked Palestinian villages in the West Bank on Tuesday, setting fire to vehicles and other property before fighting with Israeli soldiers. Herzog said the violence, committed by a “handful” of perpetrators, “crosses a red line”, adding in a social media post that “all state authorities must act decisively to eradicate the phenomenon.” Zamir also strongly condemned the recent sharp increase in attacks. “We are aware of the recent violent incidents in which Israeli civilians attacked Palestinians and Israelis,” Zamir was quoted on Wednesday by the Israeli army as saying. “I strongly condemn them,” he said, adding that the Israeli military “will not tolerate criminal behaviour by a small minority that tarnishes the law-abiding public”. US expresses concern United States Secretary of State Marco Rubio said he was worried recent violence by Israeli settlers in the West Bank could spill over and undermine US-backed peace efforts in Gaza. “I hope not,” Rubio told reporters after a meeting of Group of Seven foreign ministers in Canada when asked whether the events could endanger the Gaza ceasefire. “We don’t expect it to. We’ll do everything we can to make sure it doesn’t happen.” In Tuesday’s incidents, settlers attacked the villages of Beit Lid and Deir Sharaf, setting fire to four dairy trucks, farmland, tin shacks and tents belonging to a Bedouin community. Palestinian official Muayyad Shaaban said the attacks were part of a campaign to drive Palestinians from their land and accused Israel of giving the settlers protection and immunity. Israeli police said four Israelis were arrested in what they described as “extremist violence”. A video verified by Al Jazeera shows several vehicles on fire as Palestinians try to extinguish the flames. Israeli soldiers were also attacked by a group of settlers, and a military vehicle was damaged. That is a rare occurrence as settlers have rampaged with impunity, often with the military’s backing. ‘Ongoing cycle of terror’ Israeli forces and settlers carried out 2,350 attacks across the West Bank last month in an “ongoing cycle of terror”, the Palestinian Authority’s Colonization and Wall Resistance Commission (CRRC) reported last week. CRRC head Mu’ayyad Sha’ban said Israeli forces carried out 1,584 attacks – including direct physical attacks, the demolition of homes and the uprooting of olive trees – with most of the violence focused on the governorates of Ramallah (542), Nablus (412) and Hebron (401). Settler attacks often escalate during the olive harvest from September to November, a vital time of year that provides a key source of income for many Palestinian families. On Monday, B’Tselem, an Israeli human rights group, said settlers were attacking Palestinians “daily”, including “shooting, beating and threatening residents, throwing stones, torching fields, destroying trees and crops, stealing produce, blocking roads, invading homes, and burning cars”. Israeli settlements are Jewish-only communities built on Palestinian land that Israel occupied in 1967. They are illegal under international law. Today, 600,000 to 750,000 settlers live in more than 250 settlements and outposts across the West Bank and occupied East Jerusalem. Many of these are near Palestinian towns and villages, often leading to tensions and severe movement restrictions for Palestinians. Settlers are often armed and frequently accompanied or protected by Israeli soldiers. In addition to destroying Palestinian property, they have carried out arson attacks and killed Palestinian residents.

EAC ordered to pay €97,500 over house fire caused by short circuit

The Electricity Authority of Cyprus (EAC) has been ordered to pay €97,500 in compensation to a homeowner in Platanistasa village, Nicosia district, following a fire that broke out after heavy rainfall around midnight on 13-14 January 2012. The homeowner had filed a civil action against the EAC, claiming damages for her house and alleging the fire was caused by the authority’s negligence. After 11 years of legal proceedings, the Nicosia District Court upheld her claim and ordered the EAC to pay the amount plus statutory interest and legal costs. The action was based on the plaintiff’s claim that the fire was caused by a short circuit in EAC electrical cables located very close to the house and connected to it through a wooden meter box. According to findings from various expert examinations, the fire was due to an electrical short circuit, while any malicious or criminal act was ruled out. Evidence before the court showed that although the EAC had disconnected the meter from the owner’s house, the cables remained connected and live, resulting in them causing the fire. For its part, the EAC denied any responsibility, arguing the house was insured, the electricity supply had been cut off since 2011, and maintenance of the box and meter was the consumer’s responsibility. It further claimed the fire may have been caused by lightning rather than its networks, and that since power had been cut off, fire could not have been caused by its cables. Ten witnesses testified for the plaintiff and two for the EAC. In a 35-page decision, the court concluded the fire started from an installation under the EAC’s responsibility. The decision notes that “if there had been care and normal operation of the electricity supply system, no short circuit would have occurred in cables nor fire that spread to the house”. The court stressed that “the EAC, as an electricity supply company, especially a monopoly company for which consumers paid and pay high costs for electricity provision, must maintain its energy supply network safe under normal conditions (and normal conditions cannot but include rainfall, even so-called ‘bad weather’)”. The court pointed out that no evidence was presented of such extreme weather conditions that could not reasonably be expected to cause damage to an electricity network. There were simply, the court noted, some general and vague speculations about lightning without any additional or even corroborating evidence in that direction. Consequently, the court concluded, the principle of Res Ipsa Loquitur (“the thing speaks for itself”) must apply. In simple terms, in the normal course of events, a fire would not occur due to a short circuit after rain. Ultimately, 13 full years after the fire, the owner’s claim was accepted, and the court ruled in her favour, awarding compensation of €97,500 plus legal costs and statutory interest from the date the action was filed in 2014. The case was handled on behalf of the owner by lawyer Victoria Gavroudiou for the law firm Agathokleous – Neofytou and Co LLC.

Victorian Premier Jacinta Allan has vowed to put crooks who recruit children into criminal gangs behind bars for life, in the second major justice reform announcement in as many days. The Allan government today announced plans to significantly increase the penalty for adults who recruit children into youth gangs. The penalty will rise from 10 years to 15 years under the government's plan for most offences. "If you turn a child to a life of violence, I think you should spend your life in jail," Allan said. "This is not about an excuse for violent children. This is about targeting the evil adult puppet-masters pulling the strings." The opposition was quick to challenge the government on how effective the legislation would be, after it was revealed just 32 people have been charged in the last four years for recruiting children into a life of crime. "You've got a group of offenders that don't get charged, and you say we're going to give them tougher sentences. For what?" Opposition Leader Brad Battin said. Attorney-General Sonya Kilkenny admitted no one had ever been successfully prosecuted for the offence in Victoria. The overhaul includes new Adult Time for Adult Crime laws, which could see children as young as 14 who commit violent offences tried and sentenced in adult court. Currently, the maximum sentence in a children's court for aggravated home invasion or a single offence is three years in prison, but in adult court, that is 25 years in jail. Police union boss Wayne Gatt yesterday poured cold water on the government's focus on maximum sentencing. "When we're talking maximums and life sentences, that's called spin," he said. "No one in Victoria is going to get a life sentence for any of these offences." "The threat of a maximum won't [deter youth offenders]. The threat of incarceration will." But Allan insists the harsh new penalties have a strong role to play in the government's bid to stamp out youth crime gangs. "Maximum penalties are really important," she said. Pensioners are being warned to look at their finances before the Autumn Budget. Chancellor Rachel Reeves is set to outline her plans for the nation's finances in a fortnight. There has been considerable speculation ahead of her budget on Wednesday, 26 November, with worries surfacing over potential tax hikes. With a £30 billion deficit in public finances, the chancellor has already refused to dismiss the possibility of breaking Labour's manifesto promises on tax, suggesting that income tax, national insurance or VAT could be increased. There doesn’t seem to have been a month go-by, this past year, when yet another new Chinese EV hasn’t been launched. Despite your personal views of Chinese car makers, and there are many who aren’t fans, no one can deny their technological prowess, especially with EVs. One of the newer entrants is XPENG. Only formed in 2014 the company now offer four models and the focus of our attention is the G6 mid-size coupe SUV. Priced from £39,990 the line-up is a simple, straightforward affair with standard or long range and thanks to excellent standard equipment very few options. The standard 66kwh battery provides for a potential 270-miles with the larger 87.5kwh long-range (£44,990) offering a possible 354 miles. As we all know these test condition range figures are not going to happen, and that’s not down to manufacturers but regulations as to how the tests are completed. That said I found the XPENG figures closer to the ‘official’ figures than some competitors. XPENG say that it can charge from 10-80% in just 20 minutes, but you will need to find a super-fast charger and be able to wince when you pay the bill for your charge-up. If you have a home charger then EVs can work well in terms of cost, and for commuting practicality too. Standard fare on the G6 is extensive and includes heated and ventilated front seats, heated steering wheel, power front seats, panoramic glass roof, two mobile phone chargers, adaptive cruise, power tailgate, 15” centre screen and a 10.6” driver’s screen. Add to that an 8-year 100k battery warranty and the car itself has a 5-year 75k warranty plus bodywork guarantee. The interior looks impressive in a lighter colour and rather ordinary in black, but is very comfortable in either. As ever there’s touchscreen for pretty much everything, which is never a good thing in mine and lot of peoples’ view. You can’t beat buttons, but maybe it’s an age thing! Thanks to the instant response from an EV the acceleration is incredibly useful if you need to nip past a slower moving car or at a busy junction. Despite its size the G6 is an easy and relaxed drive, in terms of manoeuvrability and visibility there’s little to fault. It’s not one you’d be thrashing round country lanes or cross-country routes point-to-point. As a family car, practical and stylishly modern it’s an EV that should be on your potential shopping list. Popanyinning farmer and critical burns survivor Tim Haslam was brought to tears during the re-telling of his family’s harvest fire tragedy for the regional emergency services’ latest endeavour to promote fire safety. About 60 people gathered at Thomas Hogg Oval in Narrogin on Sunday from across the Great Southern and Perth to be the first to watch the three-part short video series, DFES Lived Experience Resource Pilot Project. Mr Haslam said after surviving such severe burns, he used his second chance to team up with the Department of Fire and Emergency Services a year ago to film and help advocate for fire awareness. DFES will present the series during events and training sessions. In the videos, Mr Haslam focuses on the critical errors he made during the 2023 bushfire that nearly cost him his life. He said despite being taught fire safety from a young age and attending fires in the area as a volunteer firefighter, when at the centre of an un-controlled harvest fire, he still made several near-fatal mistakes. Ms Haslam said he hoped to encourage people to truly consider what they would do when in the middle of a fire, because although he had safety knowledge, he found he was unprepared and panic-stricken when the flames sparked. “If something good can come out of something bad, then that’s good,” he said. Tragedy struck the Haslam family on December 20, 2023 when a fire started on their property, Coogabbie farm. Mr Haslam said his first thought was “I got to get out of here”, and the panicked idea was the catalyst to subsequent critical oversights. The then 65-year-old ran from his header to his nearby ute, which had a flat tire and became bogged when he tried to drive away. Mr Haslam left his ute and planned to run from the blaze, but tripped in the barley stubble and fell directly into the fire. Wearing only a T-shirt and shorts, Mr Haslam suffered severe burns on his hands, arms, face, and legs. He also lost his boot during the fall, meaning his foot was uncovered when standing in the fire. Mr Haslam was rescued by his farmhand who noticed him in a smoke clearing. He was taken to Fiona Stanley Hospital in Perth by rescue helicopter, where he spent 10 days in intensive care unit — seven of them in a coma — with 38 per cent of his body severely burnt. Hospitalised for four months, Mr Haslam underwent 13 operations. He lost the ends of his fingers. His finger joints and the corners of his mouth are webbed together. He also struggles to walk, and said his abdomen was a “patchwork” of skin grafts. Mr Haslam said the most important safety measure was to “stop and think”. “I’ve been around fires all my life and I still made these mistakes,” he said. “PPE, think for a couple of seconds to assess the situation, and whatever you do, don’t get out of your gear or vehicle because I could have also been run over in the smoke. “If you get out of your vehicle I can almost positively tell you you’re going to perish. If you stay in your vehicle I can almost guarantee you you’re going to live.” Mr Haslam noted if in an unharvested paddock, a vehicle will burn, so it is critical to extinguish, wet, or harvest the area around the vehicle to make a safer circle of stubble. In the video, his wife Sally said they were lucky to have an outdoor shower because her husband was immediately put under cold water while waiting for emergency services — a move she said was pivotal to his survival. Ms Haslam said since he was not wearing protective clothes and had none on hand, DFES volunteers had to clean the burnt skin from the paddock, so it was important always to have personal protective equipment to hand. Mr Haslam also urged farmers to think of the impact a fire would have on their families, as all their lives were changed in an instant. Mr Haslam said his empty work diary meant his son had nothing to go off when suddenly bearing the brunt of the entire farm business. His wife had to move to Perth and become his primary carer throughout his recovery. “It was harder for them than for me because I was in a coma and whacked out on drugs, but my family had to actually live it,” he said. Mr Haslam said his family’s support was “extraordinary”.

United States President Donald Trump’s administration has drafted a legal opinion stating that US military personnel involved in military strikes off the coast of Latin America are immune from prosecution, The Washington Post and the Reuters news agency have reported. The Department of Justice’s Office of Legal Counsel provided the White House with the opinion on the issue of criminal liability for the strikes on vessels in the Caribbean, the outlets reported on Wednesday, citing multiple sources familiar with the matter. The strikes on alleged drug traffickers have come under intense scrutiny from Democrats, legal experts and even some Republicans since they began in September. The US military has carried out at least 19 strikes on boats allegedly transporting drugs in the Caribbean and the Pacific, killing at least 76 people. The White House claims the strikes are part of “a non-international armed conflict” against “narcoterrorists” and “unlawful combatants” with ties to Venezuela’s Nicolas Maduro. The Trump administration has not released evidence that the boats were carrying drugs. The administration of former US President George W Bush coined the term “unlawful combatant” to deny certain enemies of the US protections under the Geneva Convention. The term, which is not mentioned in the Convention, is controversial in international law and has been rejected by many human rights advocates and legal experts. Washington’s actions have made even some of its closest allies uncomfortable. On Tuesday, CNN reported that the UK had stopped sharing intelligence on drug trafficking operations with the US, though London and Washington have otherwise deep intelligence and defence ties. French Foreign Minister Jean-Noel Barrot said the same day that the strikes violated international law as he attended a minister-level meeting of the G7 in Canada. US Secretary of State Marco Rubio pushed back on the criticism, telling reporters that none of the G7 members had raised the issue during the two-day summit, according to Reuters. “I don’t think that the European Union gets to determine what international law is,” Rubio told reporters on Wednesday from a US airbase. “They certainly don’t get to determine how the United States defends its national security.” Rubio also denied the CNN report. “Nothing has changed or happened that has impeded in any way our ability to do what we’re doing,” Rubio said. “Nor are we asking anyone to help us with what we’re doing.”
