Job DescriptionThe Opportunity As the PMI Evolve Cameroon ITN Coordinator, you will focus on programmatic and management oversight for all aspects of the project’s ITN distribution activities in your assigned district(s), including planning, technical assistance and training, logistical and operational support and supervision, monitoring and evaluation, and external reporting. You will coordinate closely with all involved stakeholders – communities, governments, and technical experts – to promote equity, access, and sustainability of the PMI Evolve Project’s insecticide-treated net (ITN) activities as well as capacity strengthening and skills transfer to local institutions .
Work Location will be in Maroua in the Far North. Project DescriptionThe U. S. President’s Malaria Initiative (PMI) Evolve Project supports the planning, implementing, and monitoring of malaria vector control programs such as ITN distribution, and essential entomological monitoring required to inform vector control decisions. In 2025, PMI Evolve expects to support the National Malaria Control Program in Cameroon with two major ITN distribution activities. The project plans to provide operational support for Phase 1 of the mass ITN distribution campaign across seven regions (Far North, North, West, East, Adamawa, South, and Littoral rural) which is planned for November 2025.
While the majority of the campaign is funded by Global Fund, the NMCP requested PMI Evolve to support the following activities to ensure the effective, timely, and high-quality execution of the campaign: micro-planning, training, and supervision. PMI Evolve’s support of these activities aligns with the project’s mandate to conduct life-saving activities including ITN distribution. PMI Evolve will also support planning and preparatory activities for the routine distribution of ITNs at health facilities in the Far North and North regions. A total of 392,000 ITNs are expected to arrive in country in December 2025.
Routine distribution efforts will ultimately target pregnant women attending first antenatal care (ANC) and infants (0-11 months) receiving the first dose of the measles-rubella vaccine at health facilities, in line with the 2024-2028 National Strategic Plan. In 2025, PMI Evolve will store ITNs at the regional level, transport ITNs from the regional level to the health facility level, and coordinate meetings and printing inventory management tools. Starting in 2026, the project expects to support trainings on routine distribution strategies and ITN stock management at the regional, district, and health facility levels and supervision of routine distribution activities.
The project seeks to recruit an ITN coordinator based in the Far North (Maroua) to support these activities. Core ResponsibilitiesGeneral: Support and manage robust ITN distribution mass campaign and routine distribution planning efforts, including logistical planning for ITN distribution and transportation; ITN and equipment storage, security, and environmental safety; and coordination with community members and district-level counterparts. Ensure that mitigation actions are implemented and proactively work with the COP to ensure adequate oversight and support is provided across teams. Monitor the progress of program targets and initiate corrective action when necessary.
Ensure that PMI Evolve ITN distribution activities are of high quality, in line with project goals, objectives, and deadlines. Anticipate potential schedule or priority delays and formulate/initiate plans for alternative actions. Ensure all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance and safety staff to address relevant issues. Facilitate communication between the districts/regions and the project office. Represents the program at meetings with the community leaders and other local stakeholders. Prepare weekly and other activity reports as directed by the project Chief of Party.
The position requires frequent travel to field sites to support and oversee district and community level operations and activities. Mass ITN Distribution Campaign: Support NMCP with mass campaign distribution during micro-planning, training, and supervision. Supervise ITN distribution and contribute to the trainings conducted in the assigned geographical area. Work in collaboration with malaria focal point persons and government staff at the regional, district, and health facilities level to support the planning and coordination of routine and mass ITN distribution implementation. Manage ITN-related community mobilization and SBCC/IEC activities and data collection process.
Suggest strategies to increase the ITN issuance rate through efficient ITN supply management and demand creation. Routine Distribution: Support the training of ANC and EPI (Expanded Program on Immunization) health providers in North and Far North on routine ITN distribution, focusing on routine distribution strategies, reporting/record keeping, logistics, supply management, and education on ITN use and care. Provide supportive supervision and on-site coaching of ANC and EPI service providers. Work with third-party logistics vendors to ensure timely delivery of ITNs to field sites in coordination with the supply chain team.
Ensure that ITN distribution to health facilities is documented using standard reporting tools. Receive, analyze, and present HMIS data on ITN routine distribution to Monitoring Evaluation, and Learning (MEL) Specialist and Chief of Party (COP) on distribution trends, best practices, challenges, and mitigating strategies.
What We ValueMinimum QualificationsBachelor’s Degree + 4-6 years of relevant experiencePreferred QualificationsBachelor’s Degree in Public Health, Social Sciences, Business Administration, or other relevant field and 5 years of relevant experience; or Masters + 3 years of relevant experience directly managing ITN distributions, mass vaccination campaigns, and/or other large-scale health commodity delivery operations at the regional or district level. Experience working in close partnership with government stakeholders, local community leaders, and partner organizations supporting health activities highly preferred. Significant experience in the logistics and management of ITNs or other public health commodities.
Demonstrated ability to work with a minimum of direction and supervision. Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members. Strong management and planning skills of project tasks. Demonstrates leadership and teamwork and produces high quality work in a timely, cost-effective manner and has excellent writing skills. Excellent interpersonal communications, and organizational skills. Excellent computer skills, computer software programs, including MSWord, Excel, and PowerPoint. Experience with U. S. government-funded programs and/or other international development experience preferred.
