Job Description

The Operations Manager will be based at one of three Amentum sites in Iraq and support the Operations and Maintenance Support Services (OMSS) and Baghdad Life Support Services (BLiSS) contracts in support of U. S. Department of State. The Operations Manager will report directly to the OMSS Program Manager and will be responsible for assisting the BLiSS and OMSS Program Managers (PMs) in support of both contracts to accomplish all contractual CDRL reporting as well as overseeing the performance management personnel.

The Operations Manager will oversee the resource for both contracts focusing on personnel and logistics operations at multiple geographical sites and function in a flexible, adaptable, and responsive manner to support critical client mission activities. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive. DUTIES: Perform complex range of work activities requiring broad general knowledge of a range of subjects related to Operations, Automation, AMRO, Maximo, Property Accountability, Security, Subcontracts, and other related fields and business systems.

Act as the primary Point of Contact (POC) for questions that arise from DOS or internal customers that are related to daily operations and as needed, interface with DOS leadership and Contracting Officer’s Representatives (COR). Assist the PMs with the implementation of their Program Management Plans as related to. Synchronize and integrate operational functions and processes, and assist subordinate employees who perform the following functions:

Operations and Reporting Contract deliverable accuracy and submission Customer meeting tracking and PMR creation Task Order close out document control Track performance metrics, develop report formats, and prepare reports that demonstrate contract performance for submission to the DOS or their delegates. Establish milestones and monitor contract deliverables, master plans, and schedules. Ensure that the Operations, and Site Access sections perform effectively to support Amentum’s Iraq Operations. Perform and provide accurate personnel accountability and provide daily updates to the DOD MAC system.

Act as the primary point of contact with Department of State charter coordinators, including RSU Amman Travel, in scheduling Amentum personnel and Amentum subcontractors on DOS OPMED charters. Create and maintain charter concepts of operation and work with DOS for approval. Coordinate with HR and Safety personnel in ensuring demobilizing personnel or those with medical or personal issues are manifested on the next available DOS movement. Be familiar with all travel policies and processes and clearly communicate those to an international workforce.

Responsible for the organization of support to special visitors to Iraq; close coordination with DOS entities and Program Management will be required. Work directly with the Security Officer in WDC corporate office to ensure all employee clearances are valid and current. Immediately notify program management regarding elevated threat level notifications, security violations, or breaches in security on the Task Order sites. Liaise with Regional Security Officers to maintain awareness of changes in threat level, vetting issues with direct hire Amentum employees or subcontractors, and air status as it relates to intra-theater helicopter movements.

Review subcontractor invoices (charter, COVID testing, and PSD support) for accuracy. Create email communications for inbound and outbound passengers for Travel personnel to disseminate accordingly. Monitor cost controls, financial reports, budgeting, and overall operating costs. Conduct trend analysis and reports to improve effectiveness. Ensure continuity of support during personnel changes and transitions. Oversee and coordinate work priorities and monitoring methods, procedures, and programs between Operations, Travel, and Site Access. Review business systems administration, resources, procedures, processes, and methods to improve operational effectiveness. Recommend, develop, implement, establish, and enforce procedures and programs to increase efficiency and improve cost effectiveness.

Take the lead in identifying and mitigating risk in the workplace. Leading ethically and efficiently. Set and clearly communicate vision and goals for employees under your leadership. Communicate feedback and direction clearly. Support team and chain of command with decision-making. Mentor and coach employees under your leadership to expected or above and beyond performance standards. Remain accountable to your chain of command and employees under your leadership. Provide training to support new hire assimilation and continued on-the-job training and performance feedback. Task and supervise employees under your leadership.

Encouraging collaboration with other departments Perform additional duties and projects as assigned. Assist Safety and Quality departments at all levels. REQUIRED: Minimum Acceptable Experience Level: Five (5) years’ experience in a position requiring a high volume of multitasking and/or coordination across multiple sections. Three (3) years’ experience supporting personnel movement and operations and maintenance services. Two (2) years’ international experience in challenging locations, preferably the Middle East. Education: Bachelor’s degree from an accredited institution, and or five years relevant experience. Knowledge, Skills, and Abilities:

Extensive experience and knowledge of business and management principles involved in strategic planning, resource allocation, leadership, service delivery methods, and coordination of people and resources. Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility. Ability to maintain the highest level of confidentiality with sensitive information. Must be independent and able to execute security directives concerning possible threats with minimal guidance and confidentiality. Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules. Cross-cultural sensitivity with an international perspective.

Excellent organizational, time management, and critical thinking skills. Proficient in Windows Office Suite, especially Word, Maximo, MRO, and Excel. Ability to become an active and functioning member of a team. Ability to be innovative and be an agent for change. Expert communication skills to facilitate and disseminate information. Must have a leadership mentality and lead a team of professionals towards excellence in service deliverance. Must have problem-solving capability. Exercise sound judgment and decision-making skills. Must have excellent written and verbal communication skills in the English language. Must be able to provide mentorship and guidance.

Must be able to work under pressure. Must provide a teamwork environment, lead employees to be more engaged, and have higher morale. Must be able to organize projects while following set guidelines and constraints, develop strategies, and plan tasks. Must be able to provide positive and negative feedback to support above and beyond performance. Must be able to review and analyze data to develop informative reports. Ability to collect, analyze, and summarize data and to prepare clear and concise reports.

Must have the ability to be innovative and be an agent for change Experience in effectively dealing with international and headquarters staff and sensitivity to cultural differences. Passport, Licenses and Certifications: As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages. Valid drivers’ license from Home of Record. Security Vetting: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance. Language Skills:

Superior English proficiency to meet job requirements, communicate with various DOS personnel, and all levels customers, from entry-level workers to senior corporate officials. Must also be able to adhere to and comply with safety, health, and security measures/protocol. Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment. DESIRED: Previous out of home country experience and previous work experience in harsh environmental conditions preferred. Experience working with Amentum. OTHER RESPONSIBILITIES:

WORKING AND LIVING CONDITIONS: This position is in an austere environment with harsh and dangerous conditions.

While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums.

Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
