IntroductionThe mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.Click here to learn more about DelDOT Transportation Solutions Division .Summary StatementThis position will be responsible for overseeing the Transportation Management Center (TMC), Traffic Operations, and Traffic Safety Programs. This position provides executive leadership to ensure the safe and efficient movement of people and goods across the state by managing the 24/7 TMC, directing emergency management activities in coordination with the Delaware Emergency Management Agency, advancing integrated traffic management systems, and leading work zone and traffic safety initiatives. This position will also develop operational strategies, performance measures, and innovative solutions to enhance system reliability and safety while representing the Department in statewide coordination and emergency response efforts.Essential FunctionsEssential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff. Job Requirements JOB REQUIREMENTS for Assistant Director of Transportation EngineeringApplicants must have education, training and/or experience demonstrating competence in each of the following areas:Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada. Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects. Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors Conditions of HireApplicants must be legally authorized to work in the United States.
