Job Description

Description Manages, directs, plans, organizes, and coordinates the day-to-day airside operations of the airport. Provides strategic direction to implement Airport operational and safety standards and policies. Monitors and measures operational performance against the agreed KPIs. Enforces national regulations and international standards and recommended practices governing Airside use. Directs the publication and maintenance of the Aerodrome manual and Aerodrome Safety Management System Manual and ensures that the airside is consistent with national regulations. Align Airside stakeholders and acts as liaison between members of government agencies, air carriers, fixed base operators and the airport users.

Provides leadership to the Airside Operations and Aerodrome Safety departments, including training, planning, organizing, staffing, and directing staff. Assists in the formulation of strategic plans for the airport and business development. Provides direction on the development of Airside Operations and Aerodrome Safety SOPs, Advisory Circulars, Manuals, Concepts of Operation, Safety instructions, and other relevant documents.

Ensures that the required committee meetings are conducted in a frequency as defined in the SMS (Ramp Operators Committee, Local Runway Safety Team, Aerodrome Safety Committee, Safety Review Board, Wildlife Hazard Management Committee)Participates in meetings related to Operations and Safety at the airside, and provides input, guidance, direction, and implements actions and recommendations where applicable.

Ensures resources available at the airside are sufficient to carry out all functionsProvide executive management with proposals and recommendations for department development and career progression for staffMonitors the performance of Airside Operations and Aerodrome Safety staff and ensures all KPIs and SPIs are maintained; Follow-me, marshalling, VDGS, inspection, spot check, familiarization sessions, Accidents, Incidents, Violations, spillages, etc. Conduct review of master plans, project documents, project proposals and provide expert airside advice and comments.

Ensure that the training and competency of all Airside Operations and Aerodrome Safety staff are maintained with evidence of training deliverables Ensures that the pillars of the SMS are implemented effectively (safety policies, safety assurance, risk management, and safety promotion). Ensures that appropriate safety training is delivered to management in relation to change management, risk assessment, and SMS awareness; accountable manager trained on their accountabilities. Ensures that appropriate quality control is in place for the management of airside and safety documents.

Provides direction to the Manager of Aerodrome Safety in the effective implementation of the organization's SMSProvides direction to the Manager of Airside Operations in the effective maintenance of the Aerodrome Manual. Directs staff in the performance of analysis regarding safety performance of the organization and ensures that the accountable manager and BCAA are informed appropriately.

Directs staff during an emergency occurrence in line with the Emergency Procedures and the Aerodrome Emergency PlanReports any significant safety breaches to the accountable manager and BCAADirect staff in the performance of safety investigations, and reviews reports Ensures safety training is effectively implemented to meet the training manual guidelines and SMS requirements.

Directs and provides effective leadership to the Airside Operations and Aerodrome safety staff and ensures that resources are appropriately and efficiently allocated to key areas of work and those priorities are always covered adequately; Conducts business case studies for projects to enhance operations and safety at the airside. Prepares the budget for Airside Operations and Aerodrome Safety departments meeting safety and operational requirementsEnsures performance of staff is evaluated, addresses performance and attendance issues in accordance with HR policies and procedures Escalates safety and operational performance deficiencies to stakeholders in a timely manner.

Ensures that the wildlife hazard management manual and associated procedures are up to date and effectively implemented to achieve the highest possible levels of safety and compliance. Performs related duties as assigned. Job ContextThe job holder is expected to draw up plans and strategies for the improvement of the Airside Operations and Aerodrome Safety departments, establish effective working relationships with staff, Airlines, Government agencies, and Airport stakeholders to implement programs and enforce regulations. Represents the departments and the company in meetings with government agencies responsible for emergencies response.

The position is required to gather and analyses relative information and arrive at safe conclusion. Work mostly in a managerial environment but will often need to move around the airport to ensure the effective implementation of the safety processes. May be required to represent BAC on various forums or bodies, both in Bahrain and abroad. Qualification , Experience & SkillsMinimum Qualification: BSc Degree in Management, Aviation Science or equivalentICAO Professional Manager Certification desired ACI Safety Management DiplomaA quality management certification amongst any other certifications and or academic qualifications desired by BAC.

Trained in human factors and behavioral safety techniquesMinimum Experience10+ years of Airport Management experienceExperience of promoting a positive safety culture in a multi-stakeholder environmentDemonstrated experience in developing and implementing Airside Operations and Aerodrome Safety processes and procedures, and in successfully and effectively managing department staff. Experience in managing change within a live operational environmentSkillsJob Specific Skills: Aviation and airport operations, procedures, policies, local rules, and regulations. Principles and practices of administrative management, including work planning, budgeting. Principles and practices of effective selection, training, and development, planning and delegating work, performance evaluation, positive recognition methods and progressive discipline.

In-depth knowledge of customer service. Strategic thinking and strategy development. Strong management and leadership skills together with excellent communication, influencing, negotiating and engagement skills. Sound judgment and decision-making skills, with a ‘hands on’, problem solving approach, able to remain calm under pressure and take control of incidents. Knowledge – Sound knowledge of aviation safety operations within an airport environment that includes in depth exposure to airside operations and aerodrome safety standards and requirements. Thorough knowledge of ICAO, ACI, IATA and other related international standards.
