BGMEA CTG is looking for Additional SecretaryJob Description / ResponsibilityReports To: First Vice President & Board of Directors, BGMEA, ChittagongLocation: BGMEA BHABAN(Level-4 & 5), 669/E, Jhautala Road, South Khulshi, ChattogramPOSITION OVERVIEWThe Secretary is the chief administrative and operational executive of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Chittagong. This role ensures the smooth functioning of the Secretariat, executes the policies and decisions of the First Vice President and Board, and represents BGMEA`s institutional interests with government, international agencies, and stakeholders. 2. KEY RESPONSIBILITIESA.

Strategic Leadership & GovernanceServe as the primary executive link between the elected leadership (First Vice Presidents, Board) and the permanent Secretariat. Ensure timely implementation of policies, resolutions, and strategic priorities set by the Board. Coordinate across BGMEA`s Standing Committees (e. g. , trade. compliance, labor relations, environment, logistics). Arranges and attending the meetings of the Board of Directors, BGMEA and Standing Committees and prepare the minutes of the meetings and follow-up actions. B. Administration & OperationsOversee the daily functioning of the BGMEA Secretariat, including all administrative departments.

Ensure financial discipline, procurement compliance, and effective utilization of association resources in alignment with approved budgets. Manage recruitment, HR development, and performance evaluation of Secretariat staff. Admin & HR related activities and co-ordination of overall activities of BGMEA Regional Office, Chattogram. Staffing & recruiting personnel for Regional Office, Chattogram. Organizing different Seminars, Training Workshops etc. related to garments sector. Supervising & follow-up activities of different project and coordination with concerned departments to implement aims & objectives of projects. Any other activities assigned by the management time to time. C.

Policy & Advocacy SupportSupport the First Vice President and Board in formulating policy positions for the RMG sector. Prepare briefings, reports, and policy documents for internal and external advocacyCoordinate research, data collection, and policy analysis on trade, labor, sustainability, and export competitiveness. Prepare write-up, reports & speeches for the management as required. D. Government & External RelationsAct as primary liaison with: Ministry of CommerceExport Promotion Bureau (EPB)National Board of Revenue (NBR)Labour & Employment MinistryDevelopment partners, donor agencies, and foreign missionsRepresent BGMEA in relevant national and international meetings, seminars, and delegations. Liaison with the concerned Govt. & Non-Govt.

organisations at Chattogram relating to RMG sector. Follow-up Labour crisis/ disputes related works and maintaining liaison with law enforcing agencies to solve crisis. Port, Customs, Bond and other related issues of RMG industries. Follow-up works of the BGMEA Hospital and BGMEA School, Chattogram project. E. Compliance & Institutional ContinuityEnsure BGMEA`s adherence to: Government regulations governing trade associationsInternational commitments (e. g. WTO, ILO, environmental and labor compliance)F. REPORTING & ACCOUNTABILITYReports to BGMEA First Vice President and Board of DirectorsWorks in close coordination with Vice Presidents, Treasurer, and Standing Committee Chairs. G.

PERFORMANCE INDICATORSTimely execution of Board directives and policiesEfficient administration and financial discipline of SecretariatStrengthened BGMEA relationships with government and external partnersPositive stakeholder feedback and improved institutional imageEducational RequirementsMaster`s degree in Business Administration, Public Administration, Economics, International Relations, or related field. Additional RequirementsMinimum 10 years in senior management or public administration, with substantial exposure to trade, industry associations, or international organizations. Proven leadership experience in policy advocacy, administration, and stakeholder management. Strong strategic planning and organizational skills. Excellent negotiation, communication and presentation skills in English and Bengali. Deep understanding of Bangladesh`s RMG sector, export regulations, and global trade dynamics.
