The Biodiversity Governance Innovation Programme (BioGov) project is a five-year (2025-2029), Global Affairs Canada-funded initiative implemented by Alinea International. It supports the Government of Suriname to strengthen inclusive, coordinated, and gender-responsive biodiversity governance, with a focus on marine and coastal ecosystems. Working closely with national ministries, Indigenous and Tribal Peoples, and civil society, BioGov helps operationalize Suriname’s 2024-2035 National Biodiversity Strategy and Action Plan. The BioGov Project has recently been approved and is currently undertaking start up activities. A project baseline survey and project launch are planned for the last quarter of 2025.

The BioGov Project will be based in the office of the project’s primary Government partner, The Ministry of Oil and Gas and Environment headquarters in Paramaribo. The Role BioGov is seeking a Project Field Manager to play a key role in supporting and strengthening improved Biodiversity governance in Suriname through effective management and coordination of project activities and coordination of stakeholders. The position manages the field office team, oversees project operations, and liaises with partners and stakeholders. The Project Manager reports directly to the Canadian Project Director. Some regional and international travel may be involved.

An initial contract will transition to a salary and benefits package following a probationary period of six months. The Project Field Manager will: Manage, train and foster a small cohesive team of two staff for coordination and implementation, and provide logistical support and team building for project personnel and consultants, both national and international. With the Project Director, oversee operations to achieve project results, using tools such as the performance measurement framework (PMF), Annual Workplans (AWP), Risk Registers, and Logic Model.

Provide technical inputs related to biodiversity, gender analysis, engagement with Indigenous and Tribal Peoples, community and youth engagement and building and coordinating relationships, creating linkages and supporting the development of project committees etc. with government partners and other stakeholders. Contribute to the development of high-quality funding proposals for biodiversity and climate-related initiatives, in collaboration with government, ITP organizations, and civil society partners. With the Monitoring, Evaluation and Learning (MEL) team and the Gender Equality and Social Inclusion Specialist, implement initial project activities including a project baseline study and a Gender Based Analysis plus.

With the MEL team, implement a monitoring system, assure timely and accurate tracking, and prepare results-based progress reports. Support consultant recruitment processes and procurement activities. Proactively take a lead role to support other tasks as assigned by the Project Director. Required Qualifications: Minimum 8 years experience in project management. Relevant higher academic qualifications relevant to the project focus (climate, environment, biodiversity, ecology or similar preferred). Knowledge of the inter-linked biodiversity environmental and social inclusion issues and policies in Suriname and the region. Experience and understanding of working with government ministries and agencies in Suriname.

Experience with human and financial resource management. Strong interpersonal, partnership and team building skills. Fluent in spoken and written English and Dutch. Preferred QualificationsUnderstanding and experience working with Global Affairs Canada funded programs is an asset. Experience of working with Indigenous and Tribal PeoplesExperience with gender equity, women’s empowerment, and related programming. Skills in result-based planning, tracking and reporting.
