(CTE) is seeking an accomplished Business Development Manager (BDM) to lead growth initiatives and strengthen relationships with government clients. This role will focus on expanding CTE's footprint across federal, state, and local agencies by driving capture strategies, supporting proposals, and cultivating long-term partnerships. The ideal candidate is a mission-driven professional with deep knowledge of government procurement processes and proven experience in business development.Key ResponsibilitiesStrategic Government Engagement: Develop and maintain relationships with contracting officers, CORs, procurement officials, and acquisition teams. Serve as a trusted advisor who understands agency missions, contracting regulations, and budget cycles.Capture & Account Growth:Identify, qualify, and pursue new opportunities within existing contracts and across new government agencies. Leverage market intelligence to position CTE for success in upcoming solicitations, RFIs, and RFPs.Proposal & Bid SupportPartner with internal teams to support proposal development. Provide insights on agency priorities, evaluation criteria, and acquisition strategies to enhance CTE's competitiveness.Client Needs AssessmentAssess current and emerging staffing, professional services, and IT consulting requirements. Recommend tailored, compliant solutions that align with CTE's contract vehicles (GSA MAS, 8(a) STARS III, etc.) and core capabilities.Frequent TravelRepresent CTE at client sites, industry conferences, and networking events nationwide. Maintain strong in-person engagement with stakeholders.Collaboration Across Teams: Coordinate with recruiting, operations, and executive leadership to ensure alignment between growth strategies and service delivery.Reporting & ForecastingManage opportunities and activities within CRM systems. Deliver timely pipeline updates, forecasts, and strategic insights to senior leadership.RequirementsQualifications & Experience:Preferred Background: Former Contracting Officer (CO), Contract Specialist (CS), COR, or similar role within a federal, state, or local government agency. Deep familiarity with government procurement processes, FAR/DFARS, and small business programs.ExperienceAt least 5 years of relevant experience in business development, procurement, or acquisition roles, ideally involving government contracts and client engagement. Experience in or exposure to staffing, professional services, or IT consulting is a plus.SkillsStrong knowledge of government procurement lifecycles and acquisition planning.Excellent verbal, written, and interpersonal communication skills.Proficiency with CRM platforms, Microsoft Office Suite, and federal procurement tools (e.g., SAM.gov, FPDS, eBuy).Strong analytical skills and ability to translate agency goals into actionable strategies.Travel Requirement: Willingness and ability to travel frequently for client meetings, conferences, and partner engagements.About CTECertified Technical Experts, Inc.
