Job Description

The Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID: 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries’ management of the supply chain; and 3) collaborates with key international stakeholders to support global health initiatives. The project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities.  The Demand Planning Analyst is responsible for structuring and consolidating the demand signals communicated from GHSC-PSM country programs, through advanced data analytics, and then summarize and communicate with both internal GHSC-PSM stakeholders as well as suppliers and USAID. The Analyst has the unique visibility to both data across dozens of partner countries and the inner workings of the Global Supply Chain (GSC), resulting in a role of exceptional potential and opportunity. This position will primarily support critical laboratory commodity demand planning needs, including laboratory viral load service level agreement extensions and planned strategic sourcing events.

This position will report to the GSC Plan Team Manager with a dotted technical oversight line to the Lab Program Director. At the technical direction of the Lab Program Director, and in alignment with the Plan Team Manager, the Analyst will perform the following responsibilities. Responsibilities:

Demand ForecastingGenerate rolling projection of orders the Global Supply Chain team will be required to fulfillLiaise with Forecasting and Supply Planning (FASP) team to track countries submitting Country Supply Plans and decide when the cyclical planning process may proceedCollaborate with FASP to identify areas of improvement with the timing of processes, specific country issues, or the flow and/or structure of dataAnalyze demand statistics for trends and anomalies that require further root cause understandingFacilitate product planning reviews with stakeholders, presenting forward plans that enable communication with suppliers as well as management of procurement and inventoryParticipate in supplier meetings to communicate PSM forecasts and assumptionsSupport country forecasting for new and unique productsAnalytics & ReportingSupport analysis and communication of demand data to fulfill client requests and enable collaboration with the global communityLead calculation and analysis for aggregated country supply plan metrics and ensure accuracy of dataRespond to regular and ad hoc client data and presentation requirements Strategy Development Develop presentations and attend and lead meetings with USAIDSummarize data and communicate with suppliers through collaborative planning processesProvide data analytics to support sourcing strategy and participate in strategy meetingsInnovate the GSC demand planning process and the method by which communication is shared with countries and suppliersDevelop solutions that meet client needs and respond immediately to urgent challengesPerforms other duties as required.

Requirements: To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements below represent the knowledge, skills, and/or abilities required.

Bachelor’s Degree required, preferably in supply chain management, logistics, data analytics, or a related field Minimum of 3 years of experience in data management, data collection or big data requiredExperience in relevant health area (HIV/AIDS, LAB - especially EID/Viral Load) or supply chain area for developing countries preferredAbility to analyze and present data in infographics and data visualizationsStrong knowledge of MS Office applications, particularly Excel and PowerPoint requiredKnowledge of Power BI, VBA, Python, R or similar software preferredKnowledge of Supply Chain Planning, including demand forecasting, inventory strategy, inventory batch management and distribution planningUnderstanding of transactional order management systems, including inventory management and order processingExperience working in a client-facing role with regular data-sharing and presentation requirementsExperience developing work plans, timelines, benchmarks, and problem-solving critical project management issues with a teamAbility to effectively lead meetings Experience working with USAID projects and/or other international organizations working on public health related projects preferredAbility to work collaboratively with a team under time pressureDemonstrated ability to present and communicate clearly orally and in writingProven analysis and organization skills working in a cross-cultural environmentDemonstrated leadership, versatility and integrity Apply by 11:
