Bundanon’s vision is to promote creativity and learning based in a unique cultural and natural landscape.About The RoleThe Chief Financial Officer (CFO) is a key member of the Senior Executive Team, reporting directly to the CEO and overseeing the strategic and operational financial management to ensure Bundanon meets its financial, audit and reporting obligations to the Board and the Audit and Risk Committee. The CFO acts as the second-in-charge to the CEO, providing executive leadership support and organisational oversight as required. In addition to leading the Finance team, the CFO provides executive oversight of corporate governance, compliance & risk initiatives and is also responsible for the line management of the HR function. The CFO has a critical role to play managing government funding, commercial revenue, private giving and philanthropic funds held in trust to best advantage. The role collaborates with peers toward transparent, informed and compliant financial, audit and risk management obligations, delivering to the strategic initiatives of the Corporate Plan.Major ResponsibilitiesStrategy ExecutionForms a part of the Senior Executive Team to contribute and execute on strategic initiatives.Develop a comprehensive transition plan as part of Bundanon’s legal entity change, and the resulting audit, compliance and reporting obligations under the PGPA Act 2013.Plan, implement and manage investment strategies.Design and implement systems and efficient work practices that enable transparency, reporting and insists on responsible business outcomes.Drive review processes to set priorities, monitor progress, remove obstacles, ensuring the sustainability of planned work.Stay informed of trends, legislative, regulatory, and other factors likely to impact the sector.Communicate ongoing operational initiatives in a meaningful and inspiring manner.Financial ManagementEnsure the strategic planning is supported with financial forecasting and budgeting processes.Collaborate with the CEO and senior management to manage the budget submissions.Advise and educate Managers and other key stakeholders in support of their budgets, headcount and other financial management responsibilities or obligations.Continuously analyse Bundanon’s financial and management performanceActive management of the cash flow and ensure appropriate treasury controls are in place.Manage and supervise the financial systems.Present financial results and key metrics to non-financial stakeholders in a clear and understandable manner, enabling them to accurately interpret the information.Oversight of commercial decision-making processes, including tender, margin and pricing analyses.Analyse and manage the organisation’s liabilities and investments, recommend as needed.Adopt a proactive approach to identify opportunities to drive efficiencies and reduce cost.Audit, Governance, and Reporting Ensure all financial structures, authorities, delegations and signatories are current and active.Ensure the Board is informed, and approval sought for capital expenditure, investment or other spend items outside of the CEO approved limits.Attend & Support the Audit and Risk Committee and Governance Committee, with the CEO, including setting of agenda items, review of minutes and driving progress to established goals.Prepare and attend Board meetings as required.Enable the CEO to present accurate, timely analysis and insights to external stakeholders & the Board.Ensure the Senior Executive Team relationship is actively and constructively managed.Evidence of thought leadership, research, opportunities and cost recommendations.Evidence of financial compliance is actively and regularly maintained, reviewed and actionedCommercial risk is managed across the business through a risk register with controls.ComplianceDrive financial audit and reporting requirements in accordance with the Australian National Audit Office (ANAO) for parliamentary reporting purposes via the Transparency Portal. Drive and lead the internal annual financial audit procedures, including preparation of work papers and financial statements. Managing the External Auditor relationship and ensuring the organisation is compliant with accounting standardsComply with statutory obligations and implement processes and controls (including financial controls) where required to ensure all obligations, standards and regulations are adhered.Legal Entity ChangePreparation for the introduction of Portfolio Budget Statements (PBS) reporting to inform members of parliament of proposed resource allocation.Identify and educate Managers across the business of their responsibilities as Bundanon transitions from a grant-based model, to one of appropriation.Support the entity change and any resulting Industrial Relations needs (such as Modern Awards or Agreements) through a transmission of business and payroll analysis as required.Corporate Services & GovernanceProvide executive oversight of Corporate Services to ensure strong organisational governance, effective planning and compliant internal systems.Oversee policy, records and information management frameworks to meet statutory obligationsEnsure organisational compliance, corporate planning, risk oversight and government reporting in consultation with the Corporate Services Manager.Team Leadership and DevelopmentProvide direct line management of the HR function, ensuring clarity in HR priorities and activities.Oversee payroll operations within the Finance team, ensuring accuracy, compliance and alignment with industrial instruments, legislation and organisational requirements.Establish and communicate clear goals and objectives for the team to ensure everyone understands their roles and responsibilities.Evaluate and manage the performance of team members, including conducting regular assessments and providing constructive feedback.Create and maintain a positive work environment that promotes collaboration, innovation, and a sense of belonging.Assist the team in prioritising workflow, developing processes, and maintaining quality control.Ensuring a seamless induction experience for new staff members. Facilitating continuous feedback, aligning goals effectively, and cultivating a positive work culture to ensure ongoing improvement and the well-being of the team.SELECTION CRITERIAEssentialRelevant tertiary qualifications in finance, accounting, or a related field.Certified Chartered Accountant (CA) or Certified Practising Accountant (CPA) qualification preferred. Current membership of either CPA Australia as a Certified Practising Accountant or the Institute of Chartered Accountants in Australia as a Chartered Accountant.Significant experience in senior financial management roles, demonstrating expertise in strategic financial planning, budgeting, forecasting, and financial reporting.Strong knowledge and experience in audit processes, financial compliance, regulatory frameworks, and managing external audits to ensure adherence to accounting standards and statutory obligations.Proficiency in audit, governance, and reporting practices, ensuring accurate financial reporting and compliance with organizational policies, government regulations, and external requirementsExperience with industrial relations frameworks, including Modern Awards or Enterprise Agreements and their application to payroll and compliance.
