This role is responsible for oversight of all technological and change initiatives including IT/ Geographic Information System (GIS), infrastructure, records/information management, IT security, compliance initiatives and governance models to support value delivery in partnership with stakeholders, vendors and municipal partners. As a member of TRCA’s Senior Management Team, the CIO guides strategic direction of the organization. Major Responsibilities:Provide direction and leads staff teams to oversee and promote continuous improvement to IT governance, process and policy while ensuring corporate Strategic Plans and budgets are metLeads, develops, evaluates, implements, and maintains IT systems procedures and an information systems infrastructure that provides a flexible, stable and efficient platform for future growth and automation, incorporate new technology and information systems, and ensure corporate continuity/disaster recovery planDevelops effective partnerships and business relationships with all levels of government, agencies, private industry and others with respect to IT, data sharing, application development and innovative solutions to meet organizational needs as well as foster information and knowledge exchangePrepares RFP's, Terms of Reference, evaluation of submissions and vendor selection, while effectively managing vendor relations and ensuring service level agreements are being metResponsible for developing the overall IT project roadmap and managing or providing oversight to project teams; contributing resources to complete key ITRM project advances Collaborates with other divisions, identifies areas of improvement or concern that should be addressed and collaborates with others to develop a plan that maximizes the value of a project; considering alignment with other areas, availability of resources and ability to leverage other projects/this project for other future projectsManages a team to effectively delegate the division/business unit workload and to support people development within the organization. In addition, aligns resources to strategic plans ensuring sufficient team members to deliver to objectives/quality standards to meet expected future needsEnsures broad business processes are streamlined, documented and cascaded to team membersEnsures short- and long-term overall budget/resources are in place to deliver on work and projectsResponsible for overseeing specific area / business unit annual budget and supporting overall financial planning processes within the organization; controlling own area budget and supporting the fiscal responsibilities of the organization What will you need to succeed: Education (degree/diploma/certifications/licenses)University degree in Computer Science, Information Systems or related fieldValid Ontario Class G2 driver's license Experience9+ years of progressive leadership experience in a top IT role or equivalent senior strategic management role4+ years of progressive managerial experience Knowledge/Skill/Ability - CompetenciesExpert knowledge of applicable software and operating systems including: ESRI GIS software suite, Global Positioning Systems, Total Station Surveying Systems, Remote Sensing and Photogrammetry, Digital Orthophotography, 3D Terrain Modelling, MS Office, IBM Notes, MS SQL, Laserfiche, Agresso Business World, Windows Operating SystemsDemonstrated experience with IP network environments, data centres, virtualization technologies, VOIP telecommunications, disaster recoveryLeadership skills, ability to influence others, engage with empathy and manage change. Experience supervising staff including the ability to lead by example, train/coach/mentor staff at all levelsDemonstrated knowledge of IT systems, management controls, processes, and tools; able to select and develop best tools/processes for the organization and implement compliance and security controlsExperience successfully negotiating to resolve conflicts using a collaborative approach working with stakeholdersExcellent communication (verbal and written), presentation and interpersonal skills as a member of the senior management team and interact effectively with the Board of Directors and other stakeholdersGood interpersonal skills and ability to work as a team leader to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines; ability to deal tactfully and courteously with stakeholders, public officials and establish relationships based on trustProven time-management, project management skills with demonstrated ability to identify priorities and work on several concurrent projects, self-motivated and work comfortably and effectively with multiple deadlines and periods of intense activity.
