Position InformationWe go beyond budgeting and accounting to make sure all aspects of our communities are run in a financially sound and responsible way.From revenue collection from taxes and fees to long-term planning, you can count on BFS!The Department of Budget and Fiscal Services (BFS), is seeking to fill a Chief of Treasury position located in Honolulu.The Treasury Division is responsible for the City’s cash management, debt administration and certain accounts receivable programs. It manages the City’s treasury function, including deposits and investment of funds as authorized by law. Additionally, the Division administers the receivable programs for real property taxes, O'ahu transient accommodations taxes, public service company taxes, refuse-disposal and collection fees, special assessments, automotive fuel and maintenance fees, engineering inspector overtime and permit fees, wastewater engineering inspection charges, sewer lateral charges, recovery of road and sidewalk repair, recovery of costs for damaged traffic property, concession agreements and lease rents.Under the general direction of the Director of Budget and Fiscal Services, the Chief of Treasury is responsible for administering the overall activities of the Treasury Division involving centralized cash management, investment and portfolio management, debt management and financing, and accounts receivable programs.What You Will DoOversee and manage the City’s treasury functional responsibilities, including cash, debt, and investments, with custody of public funds and securities exceeding $2 billion.Develop and implement policies for administration, accounting, and financing operations.Direct cash flow management, including receiving, disbursing, and transferring funds.Set investment policies and strategies for City funds, ensuring alignment with financial goals.Coordinate, review, and manage bond issuances, including general obligation, revenue, and other bond types.Ensure compliance with Federal, State, City, Securities and Exchange Commission, and Internal Revenue Service regulatory requirements related to municipal bond financing and support executive presentations and legislation for bond sales.Administer the City’s accounts receivable and collections programs for real property taxes, special assessments, and other miscellaneous charges and fees; provide administration and collection of the O'ahu transient accommodations taxes.Assist the BFS Director in resolving major fiscal problems of the City.Represent the department in meetings with governmental officials and other personnel.Lead recruitment, training, and retention efforts to establish a top-tier Treasury operation.Other related duties as required.Apply today! Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.For Example Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree. Four (4) years of general work experience (does not need to be professional level experience) in accounting/finance may substitute for a general bachelor's degree.Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. State and municipal finance laws and regulations governing the handling of monies and securities. Such Experience Must Also Demonstrate The Ability Toplan, direct and coordinate activities of subordinates involved in a variety of functional areas. make decisions and take administrative actions. develop, evaluate and implement operating standards, policies, procedures and methods.prepare, analyze and maintain financial reports and records.draft and interpret laws, ordinances, and regulations.prepare correspondences and reports.
