Job Description

Job PurposeLead the development and implementation of comprehensive Emiratization strategies, frameworks, and action plans to align with RTA’s strategic objectives and the Emiratization talent agenda. The role focuses on strategic workforce planning, data-driven decision-making, and policy enhancement to ensure the sustainable growth and retention of Emirati talent across all organizational levels.Key ResponsibilitiesDevelop, review, and lead the execution of strategic Emiratization plans and policies, ensuring alignment with RTA’s human capital strategy.Conduct strategic workforce analysis to identify Emiratization priorities, future manpower requirements, and succession opportunities.Oversee the design and implementation of Emiratization performance frameworks, KPIs, and dashboards to measure progress, gaps, and forecast needs.Lead data-driven studies and benchmarking to assess the effectiveness of Emiratization initiatives and recommend evidence-based improvements.Collaborate with departmental leaders and HR business partners to integrate Emiratization objectives into workforce and organizational plans.Guide the development of career pathways and competency frameworks to support Emirati employee development and retention.Provide strategic advisory inputs to senior management and HR leadership on Emiratization trends, risks, and strategic opportunities.Ensure compliance with federal and local Emiratization regulations, and prepare official reports for government entities and leadership review.Evaluate the financial, operational, and organizational impacts of Emiratization initiatives, recommending optimization measures where necessary.Mentor and support junior staff to build analytical, planning, and policy development capabilities within the Emiratization team.Job RequirementsBachelor’s degree in Human Resources Management, Business Administration, Economics, or a related field.Master’s degree or recognized professional certification (CIPD, SHRM, or equivalent) is preferred.Minimum 11 years of professional experience in human capital planning, workforce strategy, or Emiratization.Demonstrated experience in policy development, HR analytics, and strategic planning within government or large organizations.Strong command of workforce planning methodologies, manpower forecasting, and KPI management.Proficiency in HR data analytics tools (e.g., Power BI, Oracle HRMS, SAP, or similar systems).In-depth understanding of DGHR laws, Emiratization frameworks, and talent development programs.Strong ability to interpret data, produce executive reports, and translate analysis into strategic insights.Strategic thinking and problem-solving abilities.Excellent communication, negotiation, and stakeholder engagement skills.
