DescriptionOur client is a fast-growing European electronic money institution providing a full range of digital financial services for both individual and business clients. Their offerings include digital wallets, payment accounts, and domestic and international transfers (SEPA & SWIFT). Clients manage their accounts and funds through an intuitive web dashboard and mobile apps (iOS & Android).As a technology-driven organization, our client focuses on security, operational resilience, and innovation in fintech solutions, while ensuring full compliance with European regulations.Role OverviewThe Chief Technology Officer (CTO) will be a key member of the executive team, responsible for shaping and executing the company’s technology strategy. This role oversees IT operations, cybersecurity, product development, and compliance with regulatory requirements, including Bank of Lithuania standards and the Digital Operational Resilience Act (DORA).ResponsibilitiesDevelop and implement long-term technology strategy aligned with business goals and regulatory requirements.Advise CEO and Board on emerging technologies, digital trends, and opportunities for innovation in digital financial services.Ensure compliance with Bank of Lithuania, European Banking Authority (EBA), and DORA ICT risk management standards.Oversee technology infrastructure, outsourced development teams, and IT service providers.Lead the delivery of secure, compliant, and user-friendly e-money products.Maintain robust disaster recovery, business continuity, and incident response plans.Support regulatory reporting on ICT security and operational incidents.Coordinate with cross-functional teams to align technology initiatives with business priorities.Monitor vendor performance and ensure risk management in third-party ICT services.Contribute to IT assessments for new product approvals, analyzing technology and operational risks.RequirementsEducation & Experience:University degree in Computer Science, Information Security, Engineering, or related field.5+ years of experience in fintech, banking, or payment institutions.Strong analytical, systemic thinking, and ICT risk management skills.Knowledge of regulatory compliance (Bank of Lithuania, DORA, EBA).Proven track record in cybersecurity and operational resilience.Technical Competencies:Back-office technology stack proficiency: PowerShell, JavaScript, Shell scripting, SQL (SQL Server & SQLite).Experience with data exchange formats: XML, JSON, CSV.Ability to write, debug, and maintain scripts for automation and system management.Skills & Attributes:Strategic thinker aligning technology with business goals.Strong leadership, communication, and stakeholder management.Able to work effectively with regulators, auditors, and external partners.Fluent in English (both written and spoken).
