ResponsibilitiesIn-charge the assigned Department to ensure effective and efficient system services / supports are provided to achieve both short and long-term business goalsFormulate/review technology development strategy to synchronize with the Bank’s business objectives and devise implementation road map for the Banks’s technology platform Review strategy and roadmap from time to time and make necessary adjustments, catering to the business environment and technological changesDevelop and implement IT policy and procedures to ensure proper IT control is in place so as to mitigate the Bank exposurePrioritize projects and system change requests in line with the Bank’s business objectives and directionEnsure the “system development life cycle” (SDLC) is executed properly in the department and the deliverables meet the specified requirements in terms of quality, timeliness, compliance and budgetCommunicate effectively with product owners and senior management to relate the issues and status throughout the SDLCProvide timely system support (trouble shooting and defect fixing) to maintain a continuous business operationReview system capacity from time to time to ensure the business growth, including the peak, can be handled, by applying performance enhancement treatmentProvide adequate MIS to facilitate business owner in decision makingMake necessary system modifications to meet regulatory authorities (e.
g. HKMA) and external service providers (e. g. HKICL) change/compliance request.
Overall application teams development managementReview arrangement on application development resources between BAU and projects with each sectionDevelop the department resources to match with business and technology growth among different development teamsManage risk assessments and audits in a timely manner; ensure completion of feasibility study and implementation of the recommendations from risk assessments and audit according to agreed timeline with good qualityRequirementsBachelor degree holder in Information Technology, Computer Science or equivalent15 years or above of IT experience with at least 10 years of management experience in banking or financial industrySolid experience in large scale project management and system implementation, prefer in banking industryExperience in vendor management from tendering, contract negotiation to post-implementation and support.
In-depth technology knowledge of C/C++, PL/SQL, J2EE, JavaScript, XML, HTML, Oracle, MS SQL, T24, Server Database, Windows, UNIX, and LinuxGood understanding of regulatory requirements (e. g. HKMA, SFC) is preferableExperience in managing technical personnel in software application systems development and maintenanceStrong influencing and negotiation skills and obtaining buy-ins from business and technology stakeholdersSelf-motivated with strong leadership, communication, analytical, problem solving, organizing and project management skillsGood command of both Chinese and EnglishWe offer competitive remuneration package and promising career opportunities to the successful candidates.
