SUPERVISIONUnder the general supervision of the Human Resources Manager.

Essential Functions Of WorkFor purposes of 42 U. S. C. 12101Support assigned department(s) / units and perform all initial human resources functions including personnel management, various employee relations concerns / issues, complete administrative investigations, and assisting employees with various situations involving FMLA, workers compensation, and disability. act as the city's worker's compensation program liaison between the TPA/MCO and employees; provide necessary information to TPA/MCO & BWC to properly process open claims; collaborate with the worker's comp attorney on complex claims.

Consult with management to provide HR guidance; offer day-to-day performance management support to management, including coaching, counseling, career development, and disciplinary actions; proactively assess team and manager development needs; make recommendations and implement solutions to enhance workforce capabilities. Administer human resources programs including but not limited to, compensation, benefits, and leave; execute all recruitment and hiring activities; prepare selection correspondence; assist hiring managers with processing applications throughout each step of the hiring process. Assist with the design and implementation of training and development programs; evaluate training programs to ensure effectiveness and alignment with organizational goals.

Create new human resource strategies to support employee growth and organizational success. Provide human resource policy guidance to ensure compliance with legal and organizational standards; monitor and report on workforce and succession planning to anticipate future needs and support strategic objectives. Participate in various labor relations functions including gathering wage and benefit information and assisting in investigations. Perform other related duties as assigned to support the HR department and organizational goals. Assist in managing the City's door access control software and coordinate City identification badges for all employees.

Minimum Requirements Of WorkAn example of acceptable qualifications (at least one of the following): Possession of a bachelor’s degree in business administration, public administration, psychology, human resources, or a related field; andOver 2 years of experience in human resources management or other relevant experience. Possession of SHRM-CP, SHRM-SCP, or other related human resources certification preferred. Must possess and maintain a valid State of Ohio vehicle operator's license and remain insurable under the City’s vehicle insurance policy;Any combination of education, training and/or experience equivalent to the minimum qualifications stated above. KNOWLEDGE OF:

policies and procedures, safety practices and procedures, labor market data and employment trends, Federal, state, and local laws and/or regulations, office practices and procedures, English grammar and spelling, records management, human resources management, employee training and development, human relations, personnel administration, Fair Labor Standards Act, office management, business administration, project management, agency goals and objectives*, agency policies and procedures. *SKILL IN: typing, data entry, word processing, computer operation, calculator operation, use of modern office equipment and software, critical thinking, judgment, and decision making. ABILITY TO:

define problems, collect data, establish facts, and draw valid conclusions, carry out and interpret instructions, add, subtract, multiply, and divide whole numbers, prepare accurate documentation, prepare routine correspondence, compile and prepare reports, communicate effectively, train or instruct others, understand a variety of written and/or verbal communications, gather, collate, and classify information, develop and maintain effective working relationship, resolve complaints, demonstrate professionalism, apply management principles to solve agency problems. *Positions Directly SupervisedNone. Personal computer, printers, copier, telephone, and other standard business office equipment, and computer software (e. g. , Microsoft Office, Printix, G-Suite, etc. ). Physical Requirements / Work EnvironmentThe employee has contact with potentially violent or emotionally distraught persons, has exposure to chemicals found in an office environment (toner, correction fluid, etc. ). Note: In accordance with the U. S. Department of Labor physical demands strength ratings, this is considered sedentary work. Health BenefitsEmployees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available.

However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan. HEALTH SAVINGS ACCOUNTAnnually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name. VISION AND DENTALThe City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire. LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary. VACATIONNew employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
