Civil Construction NOC Engineer

Role PurposeThe NOC Engineer shall be responsible for managing and coordinating all No Objection Certificate (NOC) related activities with concerned government and service authorities throughout the design, construction, and handover stages of an infrastructure project. The position ensures full compliance with applicable Dubai Municipality and relevant authority procedures, standards, and administrative orders governing infrastructure works in the Emirate of Dubai.Key Responsibilities1. Authority Liaison and NOC ManagementPrepare, submit, and follow up all NOC applications with relevant authorities, including but not limited to Dubai Municipality, Roads and Transport Authority (RTA), DEWA, Etisalat, DU, and Civil Defense.Coordinate with the Engineer to verify accuracy and completeness of NOC submissions prior to submittal.Maintain a comprehensive and up-to-date NOC register covering all design, construction, and completion stages.Track, expedite, and record NOC approvals and renewals within approved project schedules.2. Utility CoordinationIdentify, locate, and protect all existing utilities and services within project boundaries, ensuring compliance with authority requirements and approved drawings.Arrange joint site inspections with utility authorities and document existing service conditions prior to commencement of works.Coordinate road-crossing permits, traffic diversion plans, and utility relocation approvals in line with RTA and Dubai Police procedures.Prepare and maintain up-to-date utility coordination drawings and cross-sectional layouts.3. Documentation and HandoverManage all correspondence, NOC records, authority approvals, and related documentation for inclusion in project as-built and handover packages.Ensure all Final NOCs and completion certificates from relevant authorities are secured prior to application for Taking Over Certificate.Maintain a clear audit trail of all submittals and approvals within the Document Management System (DMS).4. Compliance and Quality AssuranceEnsure all submittals conform to Dubai Municipality standards, latest circulars, and authority guidelines.Review project drawings and method statements for compliance with local authority requirements.Support quality assurance by ensuring that all NOC-related activities, inspections, and records meet contractual and specification requirements.Qualifications and ExperienceBachelor’s Degree in Civil Engineering or equivalent from a recognized university.Minimum 8 years of professional experience, with at least 5 years in NOC coordination and authority liaison for infrastructure or utility projects in Dubai.Strong familiarity with infrastructure-related standards and authority approval procedures (DM, RTA, DEWA, Etisalat, DU, DCD).Proficient in AutoCAD, MS Office, and online authority portals (Dubai 360, eNOC, SmartHub).Knowledge of CESMM3 and Dubai Municipality Sewerage and Irrigation Specifications is an advantage.Excellent coordination, documentation, and communication skills in English.UAE driving license preferred.Core CompetenciesThorough understanding of Dubai authority procedures and NOC workflows.Technical ability to interpret utility drawings and cross-sections.Strong planning, reporting, and record-management capabilities.High level of accuracy, accountability, and responsiveness to authority correspondence.Ability to work under pressure and manage multiple NOC streams simultaneously.
