About Civil Service College: The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service. Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service. What you will be working on: -Managing leadership milestone programmes and other leadership development workshops: At appropriate junctures in their leader journey, our leaders attend selected milestone programmes to learn and grow during such leadership transitions. You will manage at least one of such programmes, working with a range of stakeholders (e. g.
decision makers, associates, vendors, and internal administration) to ensure their proper and timely implementation. You will shape the learning design of these programmes, evaluate learner’s satisfaction, and provide recommendations for improvement for each programme. In addition, as a project manager for other skills-based leadership development workshops, you will also need to manage the workshops’ budget and plan for regular runs. You will need to work with our associates on their deployment to deliver the workshops to quality and relevance.
As you manage the various programmes and workshops, there will be opportunity for you to work with and learn from our Leadership Development Practice Lead to continually hone your craft. -Creating self-paced learning experiences via virtual platforms: You will support our creation, roll-out and commercialisation of self-paced learning objects and experiences, based on the leadership frameworks and content that we have developed internally over the years. You will also explore emerging learning technologies that push our imagination as to what we can offer our leaders in the Public Service and excite them to learn. What we are looking for:
Experience: About 5 years of relevant work experience in learning design and development with a strong interest in leadership and organisation development. In addition, you should have some experience with designing and delivering digital learning experiences to positive impact for leaders. If you have a shorter relevant work experience, you may still be considered for the role but as a more junior L&D Specialist in line with your experience. Knowledge and Expertise:
Excellent project management skills and ability to manage and influence stakeholder and partner relationships to progress each project within budget and timelines, anticipating risks and problem solving along the way. Good design thinking and has an emerging point of view on leadership, leadership development and building change capabilities in leaders and organisations. Qualities: A willingness and sense of purpose to serve in the Singapore Public Service. Self-aware and situationally aware with a strong learning orientation. Demonstrates integrity, humility, and drive for excellence. Self-motivated, proactive, and resourceful. Curious with an inquiring mind. Comfortable with uncertainty, working with unknowns and adapting.
Good attention to detail and ability to balance multiple priorities/ tasks. Collaborative and a good team player who works well in an egalitarian team environment. At the same time, has the capacity to be independent-minded, and able to drive projects to completion with guidance.
