Job DescriptionSalary Range: $52,266 - $84,148 Salary Range: 17 FLSA: ExemptPurpose Of ClassificationThe purpose of this classification is to manage and lead the Fats, Oils and Grease (FOG) Program. Reviews and analyses the assigned production workload and prepares documents and reports for the EPA.Essential FunctionsThe following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.Manages the FOG program operation and analyze its production to ensure compliance with federal requirements and plans for future program improvements; prepares monthly reports that includes inspection, evaluation, productivity, enforcement actions, and FSE compliance status and analyzes the FOG program data; generates the working plan to correct productivity and ensures compliance with EPA requirements; reviews database operation to ensure proper data storage and management; prepares monthly reports to inform other departments about FOG activities; prepares semi-annual and annual reports for the federal government and proposes future improvements based on data analysis; prepares report of special investigation and analyzes results; and proposes corrective action to solve problems found.Assigns inspector workload to meet performance measures established by EPA and reviews activity weekly; assists and instructs inspectors with special technical and compliance issues; rotates inspectors to a new zone every four months; trains inspectors in data input and management and reviews data entered; assigns special investigations to inspectors requested by citizens and other departments; and directs inspectors in the course of action based on results of investigation.Analyzes the FOG revenue report; reviews the FOG permit late payment report and coordinates with inspectors on proper enforcement procedure; and reviews assistant operation of FOG permit fees and evaluation fees.Provides customer support, mediates between customers and inspectors, and interprets the FOG Ordinance to answer customer letters and exemption requests; educates customers about the FOG evaluation and permitting procedures; mediates discussions between the customer and FOG inspectors; reviews customers' letter and exemption requests; and interprets the FOG ordinance to grant exemptions to qualified customers.Coordinates the DWM plan review for city reviews, and performs FOG plan review; coordinates the routing process of the Watershed review for cities; ensures proper flow of plans and meets the review deadlines; reviews the proper plan intake for the participating cities; performs the FOG plan review for County unincorporated and city incorporated establishments; reviews floor, mechanical, plumbing, and civil plans for food service establishments; and meets with engineers and architects to advise on proper revisions to plans to meet the ordinances and codes.Represents the FOG program in interactions and negotiations with other cities and municipalities; negotiates with different departments the implementations of new procedures as required; negotiates with cities incorporated to DeKalb County the implementation of new procedures and following up of established agreements; and represents DeKalb County in FOG Alliance and interactions with other municipalities.Minimum QualificationsBachelor's degree in Environmental, Civil or Chemical Engineering, or a closely related field; four years experience in regulatory compliance and inspection; supervisory experience preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license; certification in Erosion and sedimentation Control Level 1B required within six months of employment.
