Job Description

The Construction Manager is responsible for the organization, supervision, and control of all construction and installation works, ensuring that the project is implemented in accordance with the approved design documentation, schedule, budget, quality standards, and UAE authority requirements.The position covers the entire construction phase from pre-mobilization and site mobilization through to commissioning and final handover. The Construction Manager is also responsible for developing and maintaining comprehensive schedules and resource plans for subcontractors, defining the scope, timing, and sequencing of their activities to ensure efficient site operations.KEY RESPONSIBILITIES2.1 Construction Planning and ManagementPlan, organize, and supervise the execution of all construction, installation, and commissioning works in accordance with approved design documentation, schedule, and contract conditions.Lead and coordinate pre-mobilization activities prior to commencement of site works, including verification of site readiness, coordination with internal departments for logistics and HSE arrangements, and preparation of mobilization plans.Manage, direct, and coordinate the activities of all contractors and subcontractors working on the project site, including those responsible for structural, architectural, MEP, commissioning, temporary, and auxiliary works.Develop, maintain, and monitor construction and subcontractor schedules, manpower loading charts, and resource forecasts.Prepare and regularly update plans of subcontractor involvement and work sequencing.Ensure efficient utilization of manpower, materials, and equipment resources to maintain productivity and control costs.2.2 Quality, Technical, and Regulatory ComplianceEnsure all construction works comply with approved design solutions, specifications, and UAE building codes.Control the quality of materials, workmanship, and adherence to approved Inspection & Test Plans (ITPs).Coordinate inspections and approvals with subcontractors, Consultants, and relevant authorities (ADM, Civil Defense, KEZAD, EAD, etc.).Ensure that all necessary authority approvals and permits are in place prior to commencement of respective works.Oversee the preparation and timely submission of as-built drawings, test reports, and completion documentation.2.3 Health, Safety, and Environmental (HSE) ComplianceImplement and maintain site safety in accordance with UAE labor and HSE regulations.Ensure strict compliance with HSE plans, risk assessments, and method statements approved by the General Contractor.Conduct toolbox talks, safety inspections, and enforce corrective actions to maintain safe site operations.Collaborate with the HSE department to ensure accident prevention, environmental protection, and emergency preparedness.2.4 Coordination and CommunicationServe as the key coordination point between design, procurement, and construction teams to resolve site-related technical issues.Liaise with subcontractors, consultants, suppliers, and authority representatives to ensure proper integration of all project activities.Facilitate technical meetings, progress reviews, and maintain accurate reporting of site status to management.Ensure effective communication and cooperation between field and office teams for timely issue resolution.2.5 Documentation and ReportingOrganize, verify, and control all construction documentation daily reports, inspection requests, material delivery logs, NCRs, and progress summaries.Maintain accurate records of all correspondence, permits, and site approvals in line with the company’s document control procedures.Ensure all as-built and handover documentation complies with authority requirements and contract conditions.Support the Project Manager in preparing progress reports, claims, and variation documentation.2.6 Personnel and Contractor ManagementManage and lead the on-site engineering and supervision teams (site engineers, supervisors, foremen, coordinators).Assign daily tasks, monitor performance, and provide technical guidance.Plan, schedule, and manage the involvement of all subcontractors and site service providers, ensuring proper sequencing and coordination of their activities.Conduct regular progress coordination meetings with all contractors to review performance, safety, and schedule adherence.Promote continuous professional development, mentoring junior engineers in technical and authority procedures.QUALIFICATIONS AND EXPERIENCEBachelor’s or Master’s Degree in Civil Engineering, Structural Engineering, or Construction Management from an accredited university.Degree Equivalency Certificate from the UAE Ministry of Education (if degree obtained outside the UAE).Valid registration with the UAE Society of Engineers – mandatory.Minimum 15 years of professional experience in construction management and supervision on industrial or large-scale building projects, including:At least 5 years of experience in the UAE, with proven involvement in authority coordination, site management, and project delivery;At least 5 years of management experience within a General Contracting company, performing responsibilities directly related to licensed General Contractor activities.Proven experience in managing multiple subcontractors and multidisciplinary construction teams.Strong knowledge of authority procedures, permit systems, and approval workflows in Abu Dhabi.Proficiency in AutoCAD, MS Project, and Microsoft Office.Sound understanding of UAE Building Codes, ADM, Civil Defense, Estidama, EAD, and KEZAD standards.Excellent command of English (Upper-Intermediate or higher); Arabic is an advantage.
