The requirement of this position is to provide construction assurance in overseeing and directing the performance of M&E Construction activities assigned to international EPC, EPCm or local contracting companies under the general Construction contract. Ensuring that ROO standards procedures are adhered to and complied with, including safety, quality, schedule and cost. This successful candidate will have extensive Brownfield projects and general construction modification experience. This role will support and supervise the construction organization team made up of Local national and expat multi-discipline construction engineers.Front-End Engineering Engagement:Actively engage with OC and IC engineering teams during the front-end phases to validate design assumptions, ensure constructability, and provide inputs to optimize material requirements and execution sequences.Responsible for ensuring comprehensive readiness for upcoming project and construction activities.Develop a robust framework to identify, address, and resolve design-related issues promptly during the execution phase, ensuring alignment with project timelines and quality standards.Implement a system for capturing lessons learned during execution, using this data to anticipate and mitigate risks for future project phases.Strengthen collaboration between engineering, procurement, and construction teams to ensure alignment on material readiness, sequencing, and resource allocation.Supervisory Alignment:Ensure that all requirements and expectations of the ROO Construction Discipline Manager are achieved, while adhering to other business line requirements.This position will be required to supervise multiple concurrent construction activities across the entire Rumaila field.Responsible for reviewing and approving construction method statements.Frontline in driving Continuous Improvement in Construction Execution Activities.Promote HSE excellence and mentor all on-site field staff in daily activities.Execute field construction activities in conformance with project drawings, specifications, international codes, schedules, cost estimates, procedures, quality requirements, and ROO HSE standards with specific emphasis on COW (Control of Work) and Risk Assessment.Control project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment.Monitor productivity and cost and implement appropriate actions to maintain maximum labor productivity and cost-effectiveness.Play an active role in developing the project safety culture, providing Safety Leadership, and committing to all work performed.Strong emphasis on mentoring and developing local Iraqi supervisors and workers to advance the nationalization effort.QualificationAccredited four (4) or two (2) year degree or global equivalent in applicable field of study and/or 7-10 years of work-related experienceAbility to communicate effectively with management, co-workers, operations staff, client, vendors, contractors, and other stakeholdersJob-related technical knowledge necessary to complete the jobAbility to apply knowledge of applicable local, national, and international standards, codes, statutes, and guidelinesAttention to detail and time-conscious work ethicOther Job RequirementsDirect and supervise field staff assigned to the project(s) through direct reports typically consisting of contractors and supervisors heading up the various functions (e.g., Safety, Quality, Construction Supervisors, Site Services and others as appropriate)Serve as the principal coordinator for site activities and communication within the site/project areas as well as between those areas and other offices and locationsCoordinate and implement indirect activities required to support productive project execution, including functional staff support, support craft activities, and other resources to assure safe and quality project executionEnsure all work undertaken is within approved scope boundaries and in full compliance with all pertinent requirementsResponsibility typically includes serving as the single point of contact for assigned project field areaParticipate as an active member of Incident Investigation teamsR2114846
