CONSULTANCY TERM OF REFERENCE (TOR)END OF PROJECT EVALUATION Project Background: WaterAid Liberia is implementing a one-year Water, Sanitation, and Hygiene (WASH) project titled “Improve equitable and sustainable access to water, sanitation, and hygiene (WASH) in rural communities and schools in Todee District, Montserrado County (Liberia)” The project was funded by The Church of Jesus Christ of Latter-day Saints and the implementation period is from October 1, 2024, to September 30, 2025.
In collaboration with local non-governmental organizations — including the Sustainable Urban & Rural Integrated Development Organization (SURIDO) and the Guinii Creek United Development Association (GUCDA) — as well as relevant government ministries, local authorities, and community members, WaterAid Liberia worked to improve WASH services in the target areas. As a result of the project, 10 rural communities and 2 schools now have access to safe drinking water, improved sanitation coverage, and have adopted better hygiene practices. Project Overview & Summary of Achievements: With funding support from The Church of Jesus Christ of Latter-day Saints the project achieved the following results: Outcome 1:
Increased access to sustainable, safe, inclusive, and climate-resilient water services for 4,550 people in 10 communities and 2 schools in Todee District. Outcome 2: Enhanced O&M capacity for community and school management structures. Outcome 3: Increased access to inclusive, and gender-responsive sanitation facilities for 350 students and staff in 2 schools. Outcome 4: Increased knowledge and practices of good hygiene behaviors in 2 schools and 10 communities. Outcome 5: Increased local government capacity to improve governance and sustainability of WASH facilities. To measure the impact of the project, WaterAid is recruiting a consultant to conduct an end-of-project evaluation to determine whether the project deliverables and achieved objectives.
Objectives of the ConsultancyTo assess progress made towards the achievement of predefined results at the outcome, output and activity levels; and how the communities and schools have benefited from the project. b) To assess the efficiency, effectiveness, and sustainability of the project in achieving its expected results. This will entail an analysis of the delivery of actual outcomes against expected outcomes, in terms of delivery of outputs, achievement of outcomes, and long-term effects.
c) To assess the extent to which the joint implementation approach of the WASH Project has worked;d) To identify lessons learned and best practices and make recommendations on what needs to be done to promote equitable and sustainable access to water, sanitation, and hygiene in school and communitiesMethodologyThe evaluation will be led by an Independent Consultant in close collaboration with WaterAid. The consultant will deplo methods approach to deliver on the evaluation of the WASH project for WAL. The evaluation analysis will be based on evaluation criteria, evaluation questions, and the work implemented through the WASH program i.
es. , outlining the results chain and contribution towards the five specific objectives of the project. The Consultant is expected to use a variety of methods to collect and analyze data. Participatory methods will be used to collect qualitative and quantitative data. The key methods include, but are not limited to desk Review, meetings, household surveys, Literature review, field observation, interviews, etc. A draft report will be submitted to WaterAid, and a session organized for review and feedback before finalizing the reportDeliverablesThe Consultant is expected to work independently to deliver on the following:
Inception meeting including presentation of evaluation designDevelop and deploy evaluation tools.
