Position descriptionThe Basel Institute on Governance is a hands-on centre of competence dedicated to promoting good governance and countering corruption for a more peaceful, just and sustainable world. Established in 2003 in Basel, Switzerland, the Institute works with partners worldwide to advance knowledge, practice and policy on anti-corruption, asset recovery and business integrity. With field operations worldwide, it has some 150 staff covering 32 nationalities. The Basel Institute is an Associated Institute of the University of Basel.The Basel Institute has been implementing diverse programming in Ukraine, developing its collaboration with multiple state agencies as well as state-owned and private corporate entities, with the support of Switzerland and Norway.Engagement: Supporting integrity in the natural gas sectorThe Basel Institute implements a number of programmes in Ukraine. Their key objective is to support Ukrainian partners in maintaining and strengthening anti-corruption measures while Ukraine wards off the war of aggression and prepares for EU membership. This includes, at its core, Ukraine’s Restoration ambitions. Restoration is understood in a broad sense: it goes beyond post-war reconstruction to include ongoing infrastructure development as well as critical reform initiatives. Among these, integrity of the gas sector, historically a source of significant corruption, stands out as a priority.AssignmentAs part of an ongoing corruption risk assessment in the gas transmission sector, the Basel Institute is seeking an experienced Gas Sector Technical Expert to provide in-depth advice and consultancy on technical, operational and market-related aspects of the gas industry. The expert will support the assessment of corruption risks by advising on gas transmission operations, gas trading practices, gas storage and related technical and market issues.The Gas Sector Technical Expert will work closely with the Basel Institute’s anti-corruption experts, local partners and relevant stakeholders to ensure that the assessment is informed by accurate technical knowledge and reflects the realities of the gas sector.Activities and timelineKey Activities Envisioned IncludeProvide technical advisory support on gas transmission operations, including system design, capacity allocation and operational practices.Advise on gas trading mechanisms, including market organisation, trading platforms, pricing structures and transparency measures.Provide insights on gas storage infrastructure, operations, access rules and potential vulnerabilities.Analyse technical processes and market practices to identify corruption risks and governance gaps.Support the development of recommendations for strengthening transparency, accountability and efficiency in gas sector operations.Contribute to drafting technical sections of reports, guidance materials and presentations.Participate in meetings, interviews and workshops with stakeholders, providing technical input to discussions.Ensure that advice and analysis are aligned with relevant Ukrainian legislation, EU energy market regulations and international best practices.The relationship is envisioned as a framework agreement, which allows for the design of distinct task orders in line with beneficiary needs. The initial agreement will be for one year, with an estimated 20 days of effort, to be specified in task orders.ReportingFor each task order, the consultant will report to the respective Senior Specialist, Corruption Prevention.QualificationsAdvanced degree in engineering, energy, natural resources, economics or a related field.Minimum of 7–10 years of professional experience in the gas sector, with a focus on transmission, trading, storage or regulatory matters.Strong knowledge of the functioning of gas transmission systems, market organisation and technical regulations.Familiarity with EU energy market legislation, third-party access rules and transparency requirements.Proven ability to analyse technical and operational processes and translate them into clear, actionable advice for non-technical stakeholders.Experience providing consultancy or advisory services in the energy sector will be a strong asset.Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.Strong analytical and reporting skills, with experience contributing to technical sections of reports or assessments.Strong written and verbal communication skills.Motivated to work for an internationally operating not-for-profit organisation.Application instructionsEligible candidates must be Ukrainian nationals based in Kyiv.Interested applicants should submit an expression of interest of not more than two pages, outlining: (i) their relevant experience for the assignment, and (ii) any clarifications they would wish to seek from the Basel Institute prior to executing the assignment.Expert CVs should be provided separately and limited to two pages each.Please submit applications to proposal@baselgovernance.org no later than 18:00 CET on 7 November 2025.
