BACKGROUNDClickable Impact is a consultancy specializing in sustainable economic development, with a focus on climate, energy, agriculture, food, and tourism. We offer a range of services, including policy advisory, communications, public affairs, innovation, market access, and project development. We are uniquely skilled at leveraging public and private sector relationships to promote private sector engagement and mobilize private capital. Under the “Gender Responsive Equitable Agriculture and Tourism (GREAT 2) initiative, funded by the Government of Australia, Clickable is implementing the subproject “Tourism for Ethnic Minority Women (T4EMW)” in Son La Province. The subproject aims to promote gender equality and women’s economic empowerment, particularly for ethnic minority women, through sustainable tourism development activities until June 2027.As part of the sub-project strategy to attract responsible private investment and promote inclusive growth, a structured Tourism Investment Portfolio will be developed for two project sites in Ngoc Chien and Moc Chau. This portfolio will align with provincial development priorities and sustainability principles, supporting Son La Province’s strategic direction toward sustainable and inclusive tourism development.The Investment Portfolio will serve as a ready-to-use promotional and matchmaking tool to showcase viable, high-impact tourism opportunities to domestic and international investors. It will provide structured investment information, including market potential, partnership models, and indicative financials, to facilitate investor engagement, partnership development, and potential deal closure.OBJECTIVES OF ASSIGNMENTThe assignment objective is to develop a sustainable tourism investment portfolio for Ngoc Chien and Moc Chau, designed to attract responsible private investors for community-based, nature-based, and wellness tourism models. Specific objectives include:·      Assess Investment Readiness: Analyse tourism assets, infrastructure, enabling conditions (including economy, legal, policy, cultural and environmental structures) in Ngoc Chien and Moc Chau ·      Develop Investment Clusters: Group potential investment projects (e.g., community-based lodges, wellness retreats, eco-lodges, agri-tourism farms) into thematic or geographic clusters that demonstrate synergy and scalability ·      Identify Prospective Investors: Conduct an initial mapping and consultation with potential investors, assessing their investment appetite, sustainability priorities, and preferred engagement models to inform tailored outreach during a future investor roadshow·      Develop Preliminary Investment Concepts: Outline indicative investment opportunities for each tourism cluster, including concept summaries, potential ownership and partnership models (e.g. joint venture, community co-ownership, PPP), and broad ticket-size ranges drawn from comparable cases, to be refined during the next phase of feasibility or pre-investment due diligence.·      Engage Stakeholders: Facilitate dialogue among local authorities, community groups, and private sector actors to align on investment priorities and sustainability criteria.·      Promote Investment: Support the organisation of an Investor Forum to showcase opportunities to potential investors.SCOPE OF WORK & EXPECTED OUTPUTS Task 1. Baseline Assessment and Work PlanningReview studies on tourism product development in Son La provinceConsolidate current economic, cultural and development context, planning and priorities at province and ward levelsAssess potential investment opportunities in alignment with project pilots and key stakeholders (provincial government, local communities, businesses, and potential investors) and their roles in sustainable tourism value chainsDevelop an investment process to guide deal structuring and closureExpected Output 1: Assessment and Work Planning Materials (including agreed methodology, schedule, and stakeholder engagement plan). Task 2. Investment Opportunity Identification and ClusteringPrioritise prospective investment sites or projects aligned with sustainability, inclusion, and the empowerment of ethnic minority women, ensuring opportunities promote equitable participation in tourism value chains• Classify opportunities into thematic investment clusters, such as:Community-based tourism and homestay clustersWellness, retreat, and eco-resort clustersEducational and agri-tourism experiencesConfirm each cluster’s market potential, enabling conditions, infrastructure gaps, gender and social inclusion potential, investment scale, and key barriers to entry (including social and gender-based constraints)Conduct key informant interviews and/or roundtables with potential domestic and international investors (e.g. hospitality groups, tourism developers, impact funds) to validate market interest, understand investment appetite, and identify alignment with responsible tourism and gender-inclusive practicesDevelop roadmap to engagement and promotion through investment, cultural integrity, gender and social inclusion, and safeguarding principles.Expected Output 2: Investment Opportunity Assessment Materials (cluster matrix, prioritisation framework, and investor engagement summary).Task 3. Investment Portfolio and Project Structuring· Highlight Ngoc Chien and Moc Chau as emerging, investable, sustainable tourism destinations within Son La Province, showcasing the unique cultural identity and empowerment of local ethnic minority communities· Develop detailed investment briefs for each shortlisted opportunity, including: Project concept and development rationaleSite and investment readinessOwnership/partnership model (JV, franchise, PPP, Public-Private-Community, cooperatives)Estimated ticket size and investment phasingSustainability and inclusion indicators· Incorporate insights from investor consultations to refine project concepts and ensure the portfolio aligns with investor expectations, market trends, and local development priorities.·Consolidate all opportunities into a comprehensive Sustainable Tourism Investment Portfolio for circulation.Expected Output 3: Sustainable Tourism Investment Portfolio (incorporating validated investor insights and project structuring details, ready for use in validation and promotion activities).Task 4. Stakeholder Validation and Investment Promotion Support·  Facilitate up to two (2) provincial-level stakeholder workshops to review and validate technical inputs, confirm investment clusters, and strengthen local ownership of the portfolio; and to align provincial priorities, promote participation of private-sector and community actors, and ensure coherence with ongoing tourism planning efforts.· Support the preparation, organisation and delivery of one (1) Investment Forum (expected in July – August 2026) to introduce the Sustainable Tourism Investment Portfolio. The firm will:Advise on the event agenda, thematic framing, and investor engagement approach.Deliver a technical presentation highlighting the methodology and process for developing the portfolio as a case study of sustainable and inclusive tourism investment.Contribute to a panel discussion or Q&A session to share investment insights and highlight key opportunities.Prepare investor-facing presentation decks, one-page investment summaries, brochures, and key speaking notes amongst others for use by the project and provincial representatives.· Consolidate validated materials and promotional content to be used by the provincial government and Clickable for future investor engagement activities.Expected Output 4: Validated Investor-ready Promotional Package (including updated portfolio content, visual and communication materials, and key messages, endorsed for ongoing use by provincial authorities and Clickable in future investment promotion)REQUIRED QUALIFICATIONS AND EXPERIENCE The consulting firm should demonstrate:· Proven track record of at least 10 years in sustainable tourism, investment facilitation, and/or local economic development· Experience in market and feasibility studies for tourism or impact investment projects in Vietnam or broader Mekong region· Established network and proven track record of engaging investors in the real estate, tourism, and hospitality sectors for sustainable or impact-oriented investments.·  A multidisciplinary team consisting of: o  At least one financial/investment specialist experienced in blended finance and project structuring.o  At least one tourism development or destination planning expert.·  Demonstrated ability to engage effectively with government agencies, private sector stakeholders, and community representatives.The selected firm will work closely with Clickable’s Strategic Partnerships and Investment Specialist and GREAT’s Safeguarding Officer to ensure that safeguarding and GEDSI (Gender Equality, Disability, and Social Inclusion) principles are integrated across all project activities and deliverables.
