Leads, YPSA-CPI CXB ProjectCommunity Partners International (CPI) is a U.S.-based nonprofit donor organization working with local partner organization Young Power in Social Action (YPSA), to expand access to quality health services and generate the resources, local capacity, and coordination necessary for partners and the community to meet their health and community needs.Primary Responsibilities:The CXB Project Lead is responsible for providing overall guidance and supervision in the implementation of the CPI-funded Emergency Response Project in Cox’s Bazar, delivered in partnership with Young Power in Social Action (YPSA). This role ensures that all project activities are designed, planned, executed, monitored, and governed in alignment with organizational mission, principles, strategic priorities, policies, donor regulations, local laws, and the expectations of beneficiaries. The CXB Project Lead will also foster the development of innovative concepts and approaches to achieve project goals within agreed grant frameworks and timelines.As the YPSA-CPI CXB Project Lead, he/she will work closely with both YPSA’s Senior Management Team (SMT) and CPI’s Country Management Team (CMT) to ensure grant compliance and effective project delivery in Cox’s Bazar. Key responsibilities include project implementation, risk management, safety and security planning, adherence to policies and procedures, system strengthening, capacity building, and knowledge management across all project functions. The CXB Project Lead will also be accountable for directing and managing project resources efficiently to achieve both organizational and project objectives.Program & Operations Management (40%):Provide overall leadership and oversight of project operations across all sectors (Health, WASH, Clean Energy, Livelihoods, etc.), ensuring activities are designed, planned, implemented, monitored, and governed in line with grant agreements and local approvals.Drive the development of innovative concepts, research topics, and approaches that strengthen the project and align with organizational priorities within agreed timelines.Supervise, mentor, and support all Managers/Department Leads of the CXB Project in applying the full project management cycle to achieve intended results and outcomes, ensuring robust documentation, coordination, compliance, and process efficiency.Facilitate staff capacity-building initiatives to enhance skills in time management, project planning and forecasting, implementation, task management, communication, and timely reporting and information sharing.Ensure the timely preparation and submission of government and donor reports in line with agreed standards and deadlines.Provide active support to Managers/Department Leads in effective grant management, ensuring smooth coordination and efficient program and operations delivery.Guide Managers/Department Leads in the development of training curricula, manuals, checklists, data collection tools, and IEC/BCC materials that meet project needs, ensuring technical accuracy, compliance with branding standards, and relevance to beneficiaries.Establish and maintain documentation systems and processes that ensure compliance with NGOAB requirements, donor regulations, audit standards, and local laws, facilitating efficient reporting, data management, and tracking.Integrate lessons learned from previous project phases into the design and planning of activities of new phases to ensure continuous improvement and effectiveness.Develop and oversee shared services models to improve coordination and quality of service delivery across the project.Support the professional development of project staff through annual work plans linked to strategic outputs, as well as tailored opportunities for personal and professional growth.Research, evaluate, and apply best practices to promote an integrated, evidence-based programming approach.Leadership and Management (40%)Foster a culture of collaboration, integration, and shared success within the project team and across the organization.Work with leadership to strengthen an environment of collective responsibility and accountability.Provide people leadership, operational guidance, and staff engagement to ensure effective and timely delivery of project activities.Support teams in designing, implementing, and achieving annual work plans, budgets, reports, and targets in alignment with desired results and outcomes.Build strong, collaborative relationships with partners grounded in trust, accountability, reciprocity, transparency, inclusion, and capacity strengthening.Provide inspiring leadership and clear guidance for programs and operations, ensuring smooth coordination and a positive, productive work environment.Represent YPSA-CPI and project externally in seminars, symposiums, platforms, networks, sectors, clusters, working groups, government, donor, coordination bodies, and local/regional authorities at all levels of project implementation.Facilitate effective dialogue, coordination, cooperation, and communication flows among project teams, ensuring accurate documentation, recordkeeping, and information sharing.Motivate project staff to perform at their best, cultivating a professional culture that drives achievement of outcomes, targets, and objectives.Oversee administrative support services including program, finance, logistics, grants, HR, and administration ensuring adequate staffing and ongoing capacity development.Ensure operational, administrative, and compliance functions are executed in line with regulatory standards and best practices.Supervise the preparation of project budgets, realistic forecasting, reporting, and financial accountability.Oversee internal and external audits conducted by the assigned audit firm, YPSA and CPI, ensuring compliance and corrective actions where necessary.Identify human resource and systems gaps, propose mitigation strategies, and support sustainable capacity strengthening.Build and maintain networks with stakeholders to identify funding opportunities, strengthen proposal quality, align with donor priorities, and enhance coordination.Actively pursue partnerships with national and international organizations to expand project scope, reach, and impact.Ensure security and safety protocols (SOPs) are developed, communicated, implemented, and regularly reviewed.Lead or participate in incident management processes, including critical security interventions and investigations, in line with internal policies and procedures.Monitoring, Evaluation, Research (20%)Provide strategic support, guidance, and supervision to the Monitoring & Evaluation (M&E) team in developing and refining log frames, indicators, and tracking systems to measure project performance and outcomes.Establish a robust and timely feedback mechanism for program teams through monitoring visits and reviews, ensuring corrective and preventive actions are taken to strengthen program compliance and effectiveness.Oversee efficient data collection, management, and reporting processes to ensure accurate monitoring and evaluation of project/program indicators.Guide and support the research team in identifying evidence-based research topics, designing new proposals in close collaboration with program teams, and implementing approved research initiatives effectively.Educational RequirementsMaster of Social Science (MSS)Master’s degree from a recognized institution in development studies, social sciences, public health, financial management, or business administration.Candidates with MBBS with significant experience and a proven track record in implementing and managing similar projects will be considered.Experience RequirementsAt least 10 year(s)The applicants should have experience in the following business area(s): NGO, Development AgencyAdditional RequirementsTechnical expertise:Over 10 years of proven management experience in the INGO/NGO, development, or emergency response sectors.Minimum 5 years in management roles (as Sr. Manager/Manager/Project Lead) overseeing program and operational functions.Experience in the public health sector is highly desirable.Strong leadership and staff management skills, with a track record of managing large, diverse teams and supporting capacity building across all staff levels.Comprehensive knowledge of budgeting, finance, operations, compliance, program management, govt. liaison, grant administration and reporting.Demonstrated ability to lead strategically with a thorough understanding of overall business operations.Proven experience in building relationships with donors and development partners, and in developing and implementing policies and procedures.History of successfully building and leading multi-disciplinary teams, ensuring professional, technical, and program support staff contribute effectively to project outcomes.Skilled in fostering continuous improvement and driving innovation across teams.Strong interpersonal skills with the ability to influence, build relationships, and work effectively in multicultural and gender-sensitive environments.Capable of prioritizing tasks in time-sensitive situations, meeting deadlines, and maintaining high standards of consistency, attention to detail, and quality.Language skills:Excellent communication skills and report writing
