SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars: Pillar 1: Stronger national level enabling environment for sub-national service delivery. Pillar 2: Better sub-national governance for service delivery. The Specialist will support the development and implementation of business processes for integrating the Portal Satu Data Pemerintahan Dalam Negeri (SDPDN) with the Portal Satu Data Daerah, and provide technical inputs on the identification and integration of priority data across ministries and agencies.The Specialist will also contribute to improving interoperability between SIPD-Hub and SEPAKAT, including the adjustment of access rights and ensuring alignment with regulatory frameworks and institutional arrangements. Furthermore, the Specialist will facilitate technical assistance to sub-national governments in implementing Satu Data Daerah. To ensure coherence and synergy, the Specialist will work collaboratively with the GEDSI, PFM, and MSS teams at national and sub-national levels, while delivering high-quality technical and facilitation expertise to strengthen evidence-based planning, budgeting, and basic service delivery.Click on the link or copy paste it to access the full Terms of Reference for this position:https://tinyurl.com/yc3cfzhbAbout YouSpecific Responsibilities Provide technical input to ensure the implementation of Data Governance policies and Regulations of the Minister of Home Affairs 5/2024 concerning SDPDN, ensuring alignment with National One Data Policy (SDI) and the implementation of One Data at the sub-national level. Provide technical input on the development and refinement of business processes for integrating the Portal Satu Data Pemerintahan Dalam Negeri (SDPDN) with the Portal Satu Data Daerah (PSDD) and National One Data Portal (SDI). Provide technical advice on governance and interoperability between SIPD-Hub and SEPAKAT, including the adjustment of access rights and institutional arrangements to ensure alignment with regulatory frameworks. Provide technical input in the development of SDPDN and SIPD-Hub training modules related to governance manuals and implementation guidelines. Contribute technical input to policy formulation, guidelines, and institutional mechanisms related to data governance at national and sub-national levels. Provide technical input and facilitation on data governance in Tanah Papua, including to ensure technical capacity for One Data Forum to manage the one data cycle is established. Provide technical input on the national policy that enable village-based data collection on disaggregated data in Tanah PapuaOther Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALAJob Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need.Deliverables Documented input related technical support for data governance and system integration (SDPDN-Portal Satu Data Daerah, SIPD-Hub, SEPAKAT), and other Government One-Data initiatives. Technical Guidelines and regular reports on technical assistance in the implementation of SDPDN, SIPD Hub, and SEPAKAT at the national and sub-national level Documented of technical assistance provided to MoHA (Pusdatin) and Bappenas, including inputs to policy formulation, supervision, and monitoring of Satu Data Daerah implementation. Documented input related to SDPDN and SIPD Hub curriculum matrices, syllabuses, and training modules developed jointly through consultation with the MoHA-Pusdatin and related units in SKALA Documented input and facilitated process on Data Governance in Tanah Papua Documented input on national policy on village-based disaggregated data collection in Tanah PapuaRelationship ManagementThe role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.Selection CriteriaEssential Master's degree in development studies, Social Sciences or related fields, with a minimum of 12 years experiences and familiar with Government One-Data Initiatives, including SIPD, Sepakat and disaggregated socio-economic micro database. Proven expertise in One Data Indonesia policies and regulations (e.g., Perpres 39/2019, Permendagri 5/2024) and strong familiarity with government information systems such as SIPD, SIPD-Hub, and SEPAKAT. Experienced in facilitating engagement between different key stakeholders related to One Data implementation, i.e. Satu Data Secretariate Bappenas, MOHA, BPS, BIG, etc. Has enough knowledge and experience on local governance, planning, and budgeting process in Indonesia in accordance with applicable laws and regulations (i.e : Permendagri 5/2024, Perpres 109/2024, Law 6/2014, Permendagri 20/2018, Permendagri 114/2014*, Permensos 5/2019) and other relevant regulations. Has knowledge and experience on sub-national data governance, especially in Tanah Papua Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work.Preferred Experienced working on governance and or community development projects involving government and development partners, and familiarity on gender, disability and social inclusion issues (GEDSI).
