Job Title: Tendering EngineerDepartment: Tendering & Projects ControlJob Purpose: Provide support in the implementation and continuous improvement of tendering processes for DCT’s capital projects (CAPEX). This includes assisting in prequalification, shortlisting, evaluation of tenders, and awarding of contracts for consultants and contractors, ensuring full compliance with DCT’s procurement policies, procedures, and Abu Dhabi Procurement Manual issued by DGE. Key Accountabilities: Tendering Operations: Assist in developing and refining tendering procedures for appointing consultants and contractors on DCT capital projects, covering all stages such as scope verification, bidder list preparation, EOIs, public announcements, PQs, ITT packages, evaluations, negotiations, and awards.
Support the preparation and execution of procurement activities for designated packages, ensuring high-quality RFPs with clear scope and instructions. Coordinate with project managers to define the tender submission requirements, and procurement strategies. Participate in bid opening processes, ensuring compliance with internal and external standards. Assist in implementing and maintaining a vendor database to track performance and support informed selection in future tenders. Contribute to action plans addressing internal/external audit findings related to Capex tendering. Policies, Processes and Procedures:
Adhere to all relevant section policies, processes, and procedures to ensure that work is executed in a controlled, consistent, and compliant manner. This includes full alignment with DCT’s internal procurement policies and the Abu Dhabi Procurement Manual issued by the (DGE). Collaboration: Collaborate with internal and external stakeholders on matters related to Tendering section in order to facilitate flow of information and ensure compliance with Abu Dhabi Procurement Manual. Day-to-Day OperationsReport regularly to the Tendering Manager on operational activities, challenges, and resolutions.
Report on a regular basis to Tendering Manager on the operational activities Tendering section, its challenges, hurdles and methods of resolution or mitigation, etc. as required to keep the Line Manager informed and updated on the Tendering section’s activities.
