You will play a key role in shaping the future of the North West Growth Sector, working collaboratively within a multi-disciplinary team to develop Council’s Annual Works Improvement Program and contribute to the long-term infrastructure delivery plan.Your expertise will directly support Council’s Resourcing Strategy by integrating infrastructure planning with financial sustainability. This includes contributing to Asset Management Plans and aligning infrastructure delivery with the Long Term Financial Plan. You will also be involved in preparing Section 7.11 Contribution Plans, forecasting financial requirements, and maintaining Council’s Asset Register.This is an exciting opportunity to make a tangible impact on the community while working in a dynamic and forward-thinking environment!EssentialQualifications and experienceDegree in Civil EngineeringMinimum 5 years relevant experienceKnowledge and experience of S7.11 Contribution Plan and relevant legislation and regulationsExtensive experience in Microsoft Office SuiteCurrent class C driver’s licenceWhite card (general construction induction card)Knowledge and experience with the preparation of S7.11 works in kind and developer agreementsDemonstrated experience in negotiating with external customers/stakeholdersDemonstrated experience in the preparation of estimates for civil works.DesirableUnderstanding and knowledge of Local Government and other relevant legislation and proceduresKnowledge in development application processesExperience in Geographic Information System (GIS)Project management and negotiation skillsSolid understanding of Development from Greenfields to Urban formKnowledge in Development Control PlanExperience in site inspections and problem solvingAbility to work within a team environmentExcellent communication skills (oral and written).Remuneration And BenefitsThe salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.Entry level for this position starts at $2,165.24 per week35-hour working week Car allowanceOpportunity to participate in Council's flextime arrangementEmployee benefits such as leave entitlements (where applicable), 11.5% employer contribution payable to your nominated superannuation fund, Fitness Passport, gym membership discounts, and social clubs.Our commitment to safetyBlacktown City Council is committed to safety.
