Job Title:Director of Digital Transformation Consulting DepartmentJob Summary:Responsible for leading and managing digital transformation consulting within the company to oversee the implementation of government digital transformation projects and ensure their alignment with the methodologies and indicators of the Digital Government Authority (DGA).The role aims to enhance execution efficiency, improve the quality of digital government services, and support the achievement of Saudi Vision 2030 objectives in the areas of transformation and government innovation.Key Responsibilities:1. Strategic Leadership and OversightDevelop the department’s work plan in alignment with the company’s strategy and objectives within the government sector.Supervise the execution of government digital transformation projects from contracting to final delivery.Monitor project performance to ensure adherence to KPIs, timelines, and deliverable quality.Supervise and guide project teams (consultants, business analysts, project leaders) to achieve project goals.Represent the company in meetings and official communications with government clients and stakeholders.2. Government Project ManagementOversee the execution of digital transformation projects for government entities in accordance with the frameworks of the Digital Government Authority (DGA).Ensure projects align with approved digital transformation indicators (e.g., digital maturity, user experience, and digital governance).Prepare regular project status reports, including progress rates, challenges, and corrective action plans.Ensure the delivery of technical and consulting outputs as per contractual and client specifications.Review technical and financial contracts from an administrative and consulting perspective to ensure clear scope and company responsibilities.3. Governance and Compliance with DGA StandardsApply the methodologies and frameworks of the Digital Government Authority, including:Government Digital Maturity MethodologyDigital Services Evaluation MethodologyDigital Governance and Data Management FrameworkEnsure all deliverables and documentation comply with DGA standards and reference frameworks.Participate in conducting digital maturity assessments for government entities and provide development recommendations.4. Performance Improvement and DevelopmentIdentify lessons learned from previous projects and establish continuous improvement mechanisms.Develop internal consulting frameworks to enhance delivery efficiency and service quality.Analyze project outcomes and propose strategic solutions to improve execution efficiency and reduce risks.Adopt emerging technologies and process automation to increase team productivity.5. Leadership and Capacity BuildingLead multidisciplinary teams and assign tasks effectively.Foster a professional work environment based on motivation, collaboration, and accountability.Develop professional growth plans for team members and build specialized national consulting capabilities.Promote knowledge transfer and sharing between projects to ensure institutional learning continuity.Required Skills and Experience:Leadership and Strategic Skills:Strong ability to lead multidisciplinary consulting teams.Strategic thinking and long-term planning to achieve government objectives.Decision-making and problem-solving skills in complex government project environments.Consulting and Technical Skills:Deep understanding of Digital Government Authority frameworks in areas such as:Government Digital MaturityIT and Data GovernanceEnterprise ArchitectureDigital Service Development and Customer Experience ImprovementExperience in developing and implementing digital transformation strategies and execution roadmaps.Familiarity with project management methodologies (PMP / Agile / Prince2).Skilled in preparing and presenting technical, financial, and consulting proposals and participating in government tenders.Communication and Relationship Management Skills:Proven experience in engaging with government entities and senior officials.Excellent presentation, executive reporting, and negotiation skills.Fluency in both Arabic and English (spoken and written).Education and Professional Experience:Bachelor’s degree in Information Technology, Information Systems, Business Administration, or a related field.Master’s degree in Digital Transformation or Technology Management is preferred.Minimum of 8 years of experience in digital transformation or technology consulting, with at least 3 years in the Saudi government sector.Preferred Professional Certifications:PMP / TOGAF / ITIL / COBIT / PROSCICertified Digital Transformation credentials.
