The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Director of Budget (NH-0501-04, GS 14/15 equivalent). Description: As the NAVWAR and Position, Navigation and Timing System Delta Commander’s Director of Budget, you will provide program managers with strategic and tactical budgetary support across all appropriations as well as ensuring the achievable execution plans are identified and met. You will lead a team of financial analysts providing foundational PPBE activities in support of timely program execution, auditing, and accurate acquisition reporting. As the Budget Director, you will provide essential analytical support to a variety of Space Force Leaders across a portfolio of national security and civil interests. You will also lead collaborations with System and Mission Delta counterparts, to provide program managers with critical analyses, data and products required to assess the health of not only the current programs, but also in support of financial investments, technologies, and programs of the future! You must be able to work independently, planning, organizing and coordinating budgetary actions both internal and external to SSC, USSF. Strong communication skills are critical, both oral and written, with a focus on clear, concise and technically accurate dialogue that synchronizes efforts across financial management, program management, and contracting specialties. In addition, the duties of this position require the ability to analyze, negotiate, and resolve complex issues while maintaining good working relationships. Finally, as part of our leadership team, you are expected to train, develop, mentor, and motivate junior civilian and military financial analysts. The ideal candidate will be a proven financial management leader with over 10 years of experience and is sought to guide financial execution strategies. Possesses direct PPBE leadership experience, preferably within the context of procuring space and ground systems, with experience in audit readiness also being highly desirable. Experience as a supervisory Budget Lead is preferred; minimum Business - Financial Management Practitioner (level 1) DIAWIA certification. Key Skills and Abilities: 1. In-depth knowledge of Congress and Public Affairs. 2. In-depth knowledge of program planning, budget and financial management cycles and policies. 3. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies. 4. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues. 5. Ability to negotiate resolution of complex budget and financial execution issues. 6. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures. 7. Ability to execute complex projects and/or studies within established time constraints. 8. Ability to communicate effectively orally and in writing. 9. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives. 10. Ability to advise senior leaders, Program Element Monitors and field-level representatives. Requirements: 1. Must be a U.S Citizen. 2. Must be able to obtain and maintain a Top-Secret security clearance. 3. This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment. 4. May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance. 5. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. 6. This position is designated a CRITICAL APDP position. Category: K - Financial Management: Level: 3 - Senior Level III This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. (1) Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months IAW 10 USC 1733 and 1737 or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade. (2) Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. (3) Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver). (4) This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months. 7. Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training. 8. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. 9. May be required to travel by military or commercial aircraft in the performance of TDY assignments. 10. May be required to work overtime on an unscheduled or emergency basis. 11. Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”. 12. Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year. 13. PCS is authorized. Incentive is not authorized. 14.
