Summary of Job ResponsibilitiesThe Director of the Data and Analytics Office (DDAO) is responsible for developing and implementing an enterprise-wide data analytics and governance framework to enhance decision-making, improve operational efficiency, and support long-term sustainability of PERA. This role ensures that data and analytics are leveraged as strategic assets to drive investment performance, optimize member services, and deliver value to stakeholders. Essential Duties and ResponsibilitiesEmployees are held accountable for all duties of the job. Individuals must be able to perform these duties with or without reasonable accommodations.Data Governance and StewardshipDevelop and implement a comprehensive data governance framework, including policies, standards, and procedures for data quality, metadata management, and data lifecycle.Define roles and responsibilities for data ownership, stewardship, and accountability across business units.Establish and lead a Data Governance Council to ensure cross-functional alignment and oversight.Data Strategy and Analytics IntegrationLead the development of a data analytics strategy that aligns with PERA’s strategic goals, enabling the use of data science, predictive analytics, and business intelligence.Collaborates with the Executive Leadership Team to identify opportunities for data and analytics to improve data-driven decision-making, business outcomes, member services, and operational performance.Develops and executes a comprehensive data and analytics strategy aligned with PERA’s mission and business goals.Promote the use of advanced analytics tools and methodologies to support strategic initiatives.Collaboration and Stakeholder EngagementWork closely with the Chief Technology Officer, Chief Information Security Officer, Director of Strategy, Director of Product Management, and Director of Project Management to ensure data governance and analytics initiatives are aligned with enterprise systems, security, and project delivery.Serve as a liaison between technical teams and business units to translate analytical needs into actionable data solutions.Foster a culture of data literacy and responsible data use across the organization.Compliance and Risk ManagementEnsure compliance with applicable data protection regulations (e.g., HIPAA) and internal policies.Collaborate with Legal, Enterprise Risk, and Security teams to assess and mitigate data-related risks.Monitor and report on data governance KPIs, including data quality metrics and policy adherence.Team Leadership and DevelopmentBuild and lead a high-performing team of data analysts, data scientists, and governance professionals with the appropriate mix of business knowledge, technical skills, and competencies that balance the needs between growing the agility required to achieve PERA’s business objectives and ensuring the core data functions are reliable, stable, and efficient.Provide mentorship, training, and career development opportunities to elevate data capabilities across the organization.Process Improvement and InnovationContinuously evaluate and improve data governance and analytics processes and initiatives.Stay abreast of industry trends, emerging technologies, and best practices in data operations.Recommend and implement innovative solutions to enhance data accessibility, usability, and value.Performs other duties as assigned. Job QualificationsRequired QualificationsBachelor’s degree in data science, computer science, statistics, or a related field and 5+ years of experience in data management, analytics, or related roles with at least five years in a senior leadership capacity. A combination of relevant education, training, and experience that demonstrates the necessary skills, knowledge, and abilities will also be considered.Expertise in data governance, analytics, and business intelligence tools and methodologies.Strong understanding of regulatory requirements and best practices in data management and security.Proficient in extracting and analyzing data from a variety of types of data warehouses, including but not limited to snowflake, SQL data warehouse, etc.Familiarity with data visualization tools (e.g., Power BI, Tableau), statistical software (e.g., R, Python), and data governance platforms.Proven ability to leverage advanced analytics techniques, including AI and machine learningDemonstrated experience developing and implementing policies and procedures related to data governance.Excellent communication, problem-solving, and analytical skills.Ability to work in a team environment.Knowledge of contingency planning, including disaster recovery practices and procedures. Information security practices and procedures, including software utilized for security in a wide variety of applications on different hardware and cloud-based platforms.Ability to understand and comply with all PERA and enterprise security standards, policies, processes, and procedures.Preferred QualificationsMaster’s degree (e.g., MBA, MS in Data Science or Analytics).Certifications such as Certified Data Management Professional (CDMP), Certified Information Privacy Professional (CIPP), or equivalent.Experience in financial services, pension systems, or public sector organizations. Working ConditionsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.Standard office environment with frequent telephone communication, computer operation, and other office productivity machinery, such as a copy and printer machine.Occasional moving and positioning supplies in excess of 20 poundsAll employees are expected to present themselves in a professional manner in alignment with the financial services industryAbility to sit for prolonged periods of timeAbility to operate standard PC equipmentAbility to manage frequent deadlines and tight schedules Hybrid Work OptionOpportunity to work from home up to two days per week.
