Salary placement will be on Range 42 of the Management Salary Schedule. You may also fax your documents to Silvia Lagunas at (626) 333-7416.For inquiries regarding this position, you may reach the Personnel Commission via email at slagunas@hlpusd.org or by phone at (626) 933-3925.Essential DutiesPlans, organizes, directs and evaluates the performance of assigned staff, establishes performance requirements and personal development.Provides leadership and works with staff to develop and retain highly competent, service-oriented staff through training and management practices.Plans, develops, coordinates and monitors the implementation of new processes, procedures or standards.Provides expert guidance and direction in resolving a wide array of routine to complex issues in compliance with generally accepted accounting practices, applicable laws, codes, regulations and District policies and procedures.Acts as agent and supervisor of other limited authorized agents making commitments on behalf of the District.Plans, organizes, coordinates and supervises internal and external auditing functions.Assists Human Resources in the negotiating of employee benefit programs.May participate in collective bargaining negotiations.Makes financial and budgetary recommendations for improvements as needed.Advises Board Members, Superintendent, Associate Superintendent of Business Services, and management regarding financially related issues.Confers with representatives of private firms, other governmental agencies, legal authorities and the public in regard to matters affecting financial services.Directs, reviews and assists administrators and staff with accounting for expenditures, property, expenditure forecasting, cash-flow management, investment of surplus funds, and maintenance of official accounting records and related functions.Establishes and maintains effective working relationships with federal, state, county and District staff.Assists in implementing financial goals, objectives, policies, standards and internal controls for the Finance Department.Plans, organizes, coordinates, administers, integrates, evaluates and controls such functions as accounting, budgeting and payroll for the District.Gathers, reviews, compiles, organizes, coordinates, analyzes and integrates all accounting functions, statistical analyses and financial reports.Participates in various budget review sessions and incorporates revisions.Reviews, evaluates and within level of authority, approves requisitions and invoices and monitors expenditures to appropriate funds or accounts.Composes, writes, edits and completes technical reports and other written materials.PHYSICAL DEMANDSEmployees in this classification sit, repetitively use fingers or use wrists or hands using pressure or in a twisting motion, use both hands simultaneously, have rapid mental/muscular coordination, speak clearly, hear normal voice conversation, have color vision and distinguish shades, see small details, use a computer and a telephone.WORK ENVIRONMENTEmployees in this classification work both inside and outside, over 40 hours/week, with exposure to minor contagious illnesses (colds, flu, etc.), in direct contact with the public and other District staff, without guidance from supervisor, with a high volume of work and tight deadlines.EducationMinimum QualificationsGraduation from an accredited college/university with a Bachelor's degree in Business Administration, Accounting, Finance, or a closely related field.
