Applications without a cover letter will not be considered.The Citizens Budget Commission (CBC), New York’s leading nonpartisan, nonprofit fiscal and policy think tank and watchdog seeks a Director of State Studies (“Director”) to lead research and make practical, forward-thinking recommendations to improve New York State’s financial management, competitiveness, education and Medicaid programs, energy policy, tax policy, and more. Join CBC to help New York make clear-eyed decisions at this pivotal moment.  Reporting to the Vice President for Research and working collaboratively with the Director of City Studies and other senior staff, the Director will be an accomplished research or government professional with excellent strategic, analytic, and communication skills. The Director will manage CBC’s State policy and services research portfolio and advocate effectively for fiscal, policy, and service reforms.  The Director of State Studies will:Execute and help develop CBC’s State research and advocacy agenda; Craft and supervise drafting of well-written, evidence-based publications that make pragmatic recommendations; Perform in-depth analysis of the State’s budget, financial management, and fiscal policies; Monitor Executive and Legislative actions and identify impactful research, comment, advocacy and action opportunities; and Advocate and build support for recommendations leveraging collaborations with civic groups, commentary to the press and media appearances, communication with elected and appointed officials, and testimony. Successful candidates will be passionate, self-motivated, work well with minimal supervision, and will have:  Excellent capacity for quantitative and qualitative insights; Passion to continuously learn, discover, and reveal;  Extensive knowledge of New York State and its budget, or a commensurate government and budget; Excellent oral and written communication skills, including distilling complex analyses for broad audiences; Relationships with the NYS policy community; Demonstrated ability to balance multiple short-term priorities and long-term projects; A master’s degree in public policy, public administration, economics, political science, or related fields;  At least 8 years of professional experience; Experience managing media and public stakeholder inquiries, preferred, and Policy advocacy experience, preferred. The position is based in CBC’s Albany office. CBC is an equal opportunity employer, offers competitive salary and benefits, and is currently a hybrid workplace. Salary range is $140,000 to $170,000, depending on experience. A cover letter is required to be considered.
