Job DescriptionThe HR Manager is responsible for leading and managing the full spectrum of Human Resources activities for the ASHGAL Road Operation & Maintenance (O&M) contract. This includes workforce planning, talent acquisition, employee relations, compliance with Qatari labor laws, and delivery of best-practice HR services. A key component of the role is the oversight of employee welfare and accommodation (camp management), ensuring alignment with operational imperatives and standards.
Key ResponsibilitiesLead the HR function across mobilization, operation, and demobilization phases of the projectManage the full recruitment cycle, including bulk hiring campaigns (local and overseas), in coordination with recruitment agencies and technical teamsAct as a strategic HR partner to the Framework Manager and senior leadershipDesign and implement training programs in collaboration with department leadsDevelop and oversee the performance review system, supporting department heads during evaluationsSupervise HR administration, payroll, time & attendance systems, and employee recordsEnsure compliance with Qatari labor law and corporate HR policiesCoordinate with project controls for manpower cost tracking and reportingOversee end-to-end mobilization:
visa processing, onboarding, induction, and accommodationManage employee camps, ensuring high standards of welfare, accommodation, hygiene, and safety in line with operational needsAct as the lead for grievance handling, conflict resolution, and disciplinary proceduresDrive employee engagement and retention initiativesPrepare and submit monthly HR reports, audits, and KPIs to internal stakeholders and clientsSkills & CompetenciesStrong leadership with integrity, impartiality, and sound judgmentExcellent interpersonal and communication skillsAbility to mediate and resolve conflicts effectivelyStrong business acumen and problem-solving capabilitiesSkilled in persuasion, influence, and team collaborationProficient in MS Office and HR systemsAdditional RequirementsIn-depth knowledge of Qatar labor lawProven experience managing workforce accommodation and welfare in a camp settingPeople management experience in a multicultural environmentQualificationsDegree in HR / Business Administration or related10 years experience, including 5 years in a senior HR role on a large scale infrastructure projects.
