THE ROLEThe Electrical Project Engineer (Owner’s Representative – Power & Electrical) supports the Area Manager – Power and Electrical in overseeing delivery of the Project’s power infrastructure, including the 90 kV grid connection transmission line and substation, 33 kV RAP distribution, site 11kv distribution including 11kv site main switchboard and the backup diesel power station. The 90 kV and 33 kV networks are being developed in collaboration with CI-ENERGIES (the concession authority of the national electrical infrastructure) through an established project management framework. The role ensures alignment between this external delivery program and the Project’s overall schedule and technical requirements. Across all scopes, the Electrical Project Engineer acts as the conduit between engineering, procurement, and construction, ensuring the power infrastructure is delivered safely, on time, and to the required standards of quality and performance.The role will initially focus on the Engineering & Procurement (EP) phase, overseeing design deliverables, procurement packages, and recommendations for award. The position is expected to be Perth based, for the EP phase, however candidates based elsewhere in Australia or in a similar time zone will be considered. From approximately Q2 2027 onwards to Q3 2028, the position will transition to site on a FIFO roster (6 weeks on & 3 weeks off), supporting the Construction Management (CM) phase with responsibilities for monitoring contractor performance, coordinating construction documentation, and ensuring seamless handover to commissioning and operations.KEY ACCOUNTABILITIES Key Responsibilities – EP Phase (Q1 – 2026) Contract & Scope Oversight:Act as the primary day-to-day interface with the Engineer’s Lead Project Engineer.Track and expedite engineering deliverables, procurement packages, and recommendations for award (RFAs).Monitor contract performance against scope, schedule, and milestones; escalate issues to the Area Manager.Maintain registers of deliverables, TQs, change requests, and risks.Procurement & Contract Support:Coordinate Owner-side reviews of Invitations to Tender (ITTs), Technical Bid Evaluations (TBEs), RFAs (Recommendation for Award), ATCs (Authority to Commit), CAFs (Contract Approval Form), and PCNs (Project Change Notice).Liaise with Owner Supply Chain and Legal to ensure technical and commercial alignment of contract packages.Ensure vendor clarifications and data submissions are addressed within agreed timeframes.Interface & Stakeholder Coordination:Manage Owner inputs into the EP scope, including standards, battery limits, and operational requirements.Coordinate with internal stakeholders (Operations, HSE, Maintenance, and Corporate) for timely reviews and approvals.Support integration of EP deliverables with downstream construction and commissioning contracts.Coordinate design and integration of the backup diesel power plant, and Energy Management System (EMS) to ensure seamless operation between grid and standby generation sources.Reporting & Risk Management:Provide weekly progress updates to the Area Manager on engineering and procurement status.Highlight emerging risks, potential scope creep, or contractual issues for resolution.Support the Area Manager in maintaining transparency and discipline in contract administration.Key Responsibilities – CM Phase (Q2 2027 – Q3 2028) Construction Oversight & Progress Tracking:Act as the primary day-to-day interface with the Engineer’s Lead Project Engineer.Track and expedite engineering deliverables, procurement packages, and recommendations for award (RFAs).Monitor contract performance against scope, schedule, and milestones; escalate issues to the Area Manager.Maintain registers of deliverables, TQs, change requests, and risks.QA/QC & Documentation Control:Monitor the Engineer’s administration of QA/QC deliverables for electrical works, including factory acceptance tests (FATs), site acceptance tests (SATs), pre-commissioning check sheets, and energisation certificates.Verify completion of inspection and test records for cable terminations, earthing, switchgear, protection relays, and control systems.Expedite close-out of documentation such as red-line drawings, as-built single-line diagrams, relay setting sheets, and commissioning handover packages.Support resolution of quality or compliance issues by escalating unresolved non-conformances through the OwnerConstruction Manager or Engineer as appropriate.Ensure all electrical QA/QC documentation aligns with statutory, utility, and company standards before energisation or handover.Interface & Stakeholder Coordination:Coordinate technical and schedule interfaces between the power infrastructure (90 kV grid connection, substations, and backup power station) and the process plant electrical systems.Facilitate communication between CI-ENERGIES, the Engineer, and the Client Construction team to ensure alignment on design intent, energisation sequencing, and commissioning readiness.Support integration of the Energy Management System (EMS) across grid, diesel generation, and plant loads to achieve reliable power distribution and control.Work closely with Operations, HSE, and Commissioning teams to ensure Owner requirements for electrical safety, access, isolation, and handover are captured during construction and commissioning.Track and resolve interface issues between external utility works and on-site electrical installation to minimise schedule and start-up impacts.Reporting & Risk Management:Provide weekly construction progress updates to the Area Manager, consolidating reporting from the Engineer’s CM team.Highlight emerging risks, potential delays, or claims issues for escalation.Maintain documentation to support transparent claims management and change control.HSE Management:Demonstrate personal commitment to HSE practices and policies.Ensure every person within the team is fit for work.Ensure that agreed safeguards and controls are applied and used, all activities are conducted safely and in accordance withCompany standards and procedures, as well as any government regulations.Maintain duty of care obligations and promotion of effective safety systems for all employees and contractors, including responsibility for correcting unsafe acts.Adopt, uphold and actively communicate a Zero Harm philosophy across all Endeavour Mining’s practices.Ensure hazard management plans are observed.Keep statutory and internal reporting as required.Comply with the 4P’s within Endeavour Mining’s core values.Social Performance Management:Demonstrate personal commitment regarding Social Performance practices and policies.Ensure that agreed Social Performance related safeguards and controls are applied and used, all activities are conducted safely and in accordance with Company standards and procedures, as well as any government regulations.Maintain duty of care obligations and promotion of effective Social Performance initiatives during construction.KEY REQUIREMENTSRelevant trade qualifications and experience.Engineering degree or tertiary qualifications preferred.7–10 years of project engineering or project management experience in mining, power generation, or heavy process industries.Experience on projects in West Africa or similar jurisdictions desirable.Direct experience supporting Engineering & Procurement (EP) contracts.Exposure to Owner’s Representative or Construction Management roles, including QA/QC, commissioning handover, and contractor performance oversight.Strong understanding of HV and MV power systems, substations, and hybrid (diesel/solar/BESS) integration.Proven ability to maintain engineering, procurement, and construction registers and documentation.Excellent written and verbal communication skills in English. French language skills are desirable but not necessary.Proficiency in project management tools (MS Project, Primavera P6, Excel, Word, PowerPoint).Strong organisational and reporting skills, with attention to scope, schedule, and cost control.Commercial awareness and ability to align technical outcomes with company objectives.Experience on projects with a capital value exceeding USD 50 M preferred.
