Engineer III, Asset Improvement Unit Operation Section, Production Department (EXECUTIVE)

JOB SUMMARY To provide support to the Head of Production Department and assist in project management activities to ensure that asset at the water treatment plant or dam is reliable and resilient via planning of CAPEX Work and ensure projects deliver on time.KEY DUTIES AND RESPONSIBILITIESMain roles and responsibilities Planning for Production Department Business PlanPrepare list of yearly Production Department CAPEX Work.Liaison with Regional Managers, Plant Managers and Plant Supervisor to identify the current problem, analyze the possible rehabilitation/replacement program and estimate the work to produce Business Planning Justification (BPJ), Project Data Sheet and Project Brief (PAAB WTP).Evaluate the current condition and risk prioritizing the implementation.To evaluate the overall work description and timeline (Survey, Design Consultancy, Work and Supervision) and cost estimation.Planning for Production Department Business Plan for SPAN Approval Review and revise (If necessary) on the Business Plan Revision on yearly basis.Prepare “Templat Pelaporan SPAN” as per changes on the Business Plan Revision.Liaison with Finance & Strategy Department (FSD) to estimate within AIS Yearly Departmental CAPEX Planning Budget.Review overall CAPEX Planning and prioritize the implementationTo evaluate the overall work description, timeline and cost estimation.Project Implementation & Progress ReviewAttending Project Consultancy Design Stages from Kick-Off Meeting, Inception Report, Preliminary Engineering Design, Detail Engineering Design, Draft Tender Document, Project Planning Committee and Final Tender Document.Attending Kick-Off Meetings for Construction Work, Progress Meetings, Factory Acceptance Test, Final Inspection and Post Construction Work during DLP Period.Design and Built Project Implementation by Production Department – Fencing Work etc.Liaison with Regional Managers, Plant Managers and Plant Supervisor to identify the current problem and estimate the workPrepare PRC Papers for CEO & Procurement ApprovalTender Document Preparation and Tendering Process as per Procurement Department Requirement (Tender Evaluation & Etc.)Managing the work, Monitoring Work Progress, Preparing Progress Claim, Inspect Completed Work, Recommend Completion of Work and Monitoring Post Contract Work during Defect Liability Period.CAPEX Budget MonitoringProvide monthly CAPEX utilization report for Production Department.Prepare documentation to solve any arising matters regarding budgetary (Approval Memo, Budget Transfer/Reallocation, Insufficient budget etc.)Oversight of Rasau Project Phase 1Oversee the Testing & Commissioning (T&C) of Rasau Project Phase 1, ensuring operational readiness and a seamless transition for handover to AIS.Other DutiesAny other task as needed and required by the Management or Superior - includes duties at Crisis Management Centre (CMC) during shutdownManaged accrual projects to support timely and precise year-end closing activitiesOther roles and responsibilities:Compliance with ISO Clause 5.3 Organizational roles, responsibilities and authority Always adhere to Air Selangor Integrated Management System (AIMS) and HSE policy and involvement in implementing the Management System.Ensure the objective/KPI are established in line with the Company's contexts, strategic direction and purpose.Aware, understand and manage key risks, hazards and aspects of your work activities.Acknowledge your right not to conduct any work deemed to be harmful to your health and safetyAware and understand your roles and responsibility to provide support during the execution of Emergency Response Plan (ERP) and Business Continuity Plan (BCP) during crisis/emergency, ensuring the continuation of water supply to the consumer at highest quality and providing the best service and customer experience.Aware and understand the asset criticality in the operational activities and ensure all assets are maintained in good working conditions.Aware and understand the confidentiality, availability, and integrity of information assets under your custodian.Aware and understand the whistle-blower policy and carry out daily job activity with full integrityPractice SACRED personality while carrying out daily job activity, which includes:Safety ConsciousAgileCreativeReliableEfficientDigitally drivenMinimum QualificationsDegree in Engineering or related field not limited to (Civil, Chemical, Mechanical, Electrical, etc)Minimum of 1 to 2 years’ experience in engineering, construction, project management and operations workKnowledgeProductivity Apps:Microsoft Office (Word, Excel, Power Point,etc) and AutoCAD.Basic understanding on Federal Acts and State Enactments related to Water Supply:Water Services Industry Act 2006.Environment Quality Act 1974.Lembaga Urus Air Selangor Enactment 1999.Uniform Building by Law 1984SPAN Uniform Technical GuidelineMalaysia Water Association
