Position SummaryThe Estimator plays a critical role in developing accurate, detailed, and competitive cost estimates for structural and civil scopes on NAVFAC and U.S. federal construction projects. This position requires strong technical knowledge of concrete, rebar, formwork, earthwork, and associated infrastructure systems â along with the ability to interpret drawings, specifications, and contractual documents to prepare complete, defensible cost proposals.The Estimator will work closely with Orionâs operations team, subcontractors, suppliers, and partners to ensure that pricing reflects realistic production rates, local market conditions, and Orionâs standards for quality and compliance.Key ResponsibilitiesPre-Bid and Proposal PhaseReview and analyze plans, specifications, and addenda to determine scope of work and identify key risk areas, ambiguities, or exclusions.Perform detailed quantity takeoffs for concrete, rebar, formwork, structural steel, earthwork, and utility items using digital takeoff software.Develop and maintain unit pricing based on labor productivity, equipment utilization, and material costs specific to Guam conditions.Solicit, receive, and evaluate vendor and subcontractor quotations, ensuring scope coverage, compliance, and competitiveness.Coordinate with operations, safety, and quality teams to incorporate realistic execution plans and resource requirements into pricing.Prepare detailed estimate summaries, bid forms, and clarifications for management review prior to final submission.Participate in pre-bid site visits and proposal strategy meetings to identify logistical challenges, site constraints, and cost drivers.Contribute to preparation of technical and price proposals for NAVFAC design-bid-build and design-build solicitations.Post-Bid / Award SupportAssist Project Managers in the transition from estimate to project execution, providing detailed quantity breakdowns, production assumptions, and subcontractor scopes.Support buyout and procurement processes by verifying supplier and subcontractor pricing alignment with bid assumptions.Maintain documentation of all assumptions, inclusions/exclusions, and correspondence that form the basis of the bid.Participate in project kickoff and lessons-learned reviews to improve future estimating accuracy.Cost Database and Historical BenchmarkingDevelop and maintain a historical cost database for materials, labor rates, and productivity specific to Guam and Pacific region projects.Track bid results, analyze variances between estimate and actual cost, and provide data-driven insights for continuous improvement.Evaluate new construction methods, materials, and technologies that can improve cost efficiency or production.Contract and Risk AnalysisReview RFP/RFQ terms, contract clauses, and insurance/bonding requirements to identify cost impacts or risks.Prepare risk registers and recommend contingency levels appropriate for each estimate.Coordinate with corporate management and legal advisors as needed for complex or high-value tenders.QualificationsBachelorâs degree in Civil Engineering, Construction Management, or related field (preferred).5â10 years of experience in construction estimating, preferably with a focus on structural concrete and civil works.Experience with NAVFAC, USACE, or other U.S. federal government contracts (Design-Bid-Build and Design-Build).Strong working knowledge of:Concrete and rebar estimating (vertical and horizontal).Formwork systems (handset, gang, jump, and custom systems).Earthwork and site grading.Utilities, minor architectural, and incidental MEP coordination.Proficiency in Bluebeam Revu, PlanSwift, Microsoft Excel, and related estimating/takeoff tools.Familiarity with scheduling (Primavera P6 or MS Project) and cost management tools is a plus.Strong understanding of construction means and methods, equipment productivity, and local labor conditions.Excellent communication, organization, and analytical skills.Ability to prepare clear and well-documented estimates and supporting narratives.U.S. work authorization and ability to obtain DBIDS/base access (required).Core CompetenciesTechnical Accuracy: High attention to detail in takeoffs, pricing, and documentation.Analytical Thinking: Ability to evaluate multiple bid strategies and assess cost/schedule trade-offs.Accountability: Owns the accuracy and completeness of assigned estimates.Communication: Clear, professional engagement with suppliers, partners, and internal stakeholders.Team Collaboration: Works closely with PMs, engineers, and executives to ensure strategic alignment.Integrity: Transparent and ethical approach to cost development and representation.Work EnvironmentOffice-based role with periodic visits to active job sites and pre-bid walk-throughs.Standard work schedule MondayâFriday, with flexibility to meet bid deadlines.Collaborative team setting within Orionâs operations office on Guam.
