Job Description

JOB DESCRIPTIONConduct and support research and analytical work to strengthen EPF’s policies, products, and services, ultimately improving retirement wellbeing for members and Malaysians.Gather, clean, validate, and analyse data from multiple sources to produce findings that guide policy development and organisational decision-making.Contribute to the preparation of research reports, policy briefs, and analytical presentations for senior management.Collaborate with internal departments, ministries, regulators, and research partners to support evidence-based initiatives.Develop insights from data and research to guide policy development and improvement.Support horizon-scanning and monitoring of emerging trends related to social protection, demographics, labour markets, and global pension practices.JOB RESPONSIBILITIESData Management and AnalysisCollect, organise, and validate datasets from various internal and external sources to support research and policy analysis.Conduct quantitative and qualitative data analysis using analytical tools and statistical techniques.Support survey design, data extraction, behavioural insights studies, and impact assessment activities.Develop and prepare analytical outputs (e.g., data visualisations, dashboards, working papers, data summaries) to communicate key findings to management.Maintain structured data repositories to ensure accuracy, consistency, and ease of reference.Research and Policy AnalysisConduct research on social protection, retirement adequacy, labour market dynamics, demographic trends, and related issues aligned with EPF’s objectives.Review literature, synthesise insights, and perform comparative analysis on local and international pension practices.Draft policy briefs, issue papers, research notes, and supporting documents under the guidance of senior officers.Participate in internal discussions and workshops to provide analytical input and assist in translating research findings into practical recommendations.Ensure accuracy, clarity, and timely delivery of assigned research outputs.Support preliminary modelling, scenario analysis, or policy option comparisons as part of policy evaluation work.Stakeholder Engagement & CollaborationCoordinate logistics, materials, and documentation for engagements with internal units and external stakeholders, including ministries, agencies, and research partners.Support cross-departmental research collaborations and data-sharing initiatives to enhance evidence-based decision-making.Prepare briefing notes, presentation decks, talking points, and Q&A materials for stakeholder engagements.Maintain structured records, documentation, and engagement repositories to support institutional memory.Support stakeholder mapping, follow-up tracking, and issue monitoring related to EPF’s policy initiatives.Foster collaborative working relationships across departments in support of EPF’s strategic goals.Strategic & Technical ContributionsSupport horizon-scanning activities by tracking socioeconomic, policy, and global pension trends relevant to EPF.Contribute to structured analytical frameworks such as SWOT, PESTEL, logic models, and comparative matrices to strengthen policy recommendations.Assist in evaluating policy trade-offs, impact pathways, and implementation considerations for proposed initiatives.Participate in post-engagement synthesis work, extracting insights to inform future policy design and engagement strategies.Support the monitoring and reporting of strategic initiatives linked to EPF’s three-year plan and national social protection reform efforts.Additional FunctionsSupport departmental planning, budgeting, and administrative processes, including data management, risk tracking, and reporting.Assist in maintaining documentation such as operational manuals, scorecards, and work plans.Participate in internal knowledge-sharing sessions and continuous improvement activities.Perform additional tasks assigned by supervisors to support team objectives and organisational priorities.JOB REQUIREMENTSBachelor’s Degree in Data Science, Research, Economics, Management, Finance, Mathematics, Statistics, Engineering, Public Policy, Law or equivalent qualifications recognised by the Government from any local or overseas higher learning institutions; Minimum 2 years of solid professional experience in policy research and data scienceStrong research, data analysis, and scientific writing skillsProficiency in data analysis and visualisation tools (e.g., R, Python)Proven critical thinking and problem-solving skillsExcellent communication, negotiation, and stakeholder management skillsStrong written and presentation skillsTeam player with a proactive, can-do attitudeDemonstrated ability to multitask and work under pressure in a dynamic, fast-paced environmentPassionate, resourceful, and self-drivenMalaysian citizen.Obtain a pass in Bahasa Melayu, including an oral test in Sijil Pelajaran Malaysia (SPM) level or equivalent qualification recognised by the GovernmentPLACEMENTEvidence-Based Policy Insights Unit, Policy Formulation & Advocacy Section, Policy and Strategy DepartmentJOB STATUSPermanentAll applications are strictly CONFIDENTIAL and only shortlisted candidates will be called in for interview.
