OverviewURC is seeking a Finance Director (FD) for the anticipated CDC-funded activity to strengthen the technical and organizational capacity of the Ministry of Health (MoH) to deliver an efficient, resilient, and self-reliant HIV and TB response and mitigate related public health threats in the Kingdom of Eswatini.The Finance Director will provide leadership and oversight for all financial management, budgeting, compliance, and operational functions of the project. The FD will ensure that project resources are managed in accordance with CDC and URC regulations, that systems are in place for sound financial management and risk mitigation, and that the project maintains the highest standards of fiscal accountability and transparency. This role is critical to ensuring financial stewardship, operational efficiency, and the sustainability of systems supporting MoH capacity strengthening.ResponsibilitiesThe Finance Director will be responsible for the overall financial integrity of the project and will lead the financial management, accounting, and compliance functions in alignment with CDC and URC requirements. The FD will supervise finance and administrative staff and will ensure effective coordination with the Project Director and technical teams to support evidence-based decision-making and efficient use of resources.Specific responsibilities include, but are not limited to, the following:Provide strategic leadership in financial management, accounting, and compliance, ensuring adherence to CDC, PEPFAR, and URC regulations and policies.Develop and oversee financial systems and internal controls to ensure the integrity, accuracy, and transparency of all financial transactions.Lead the preparation and monitoring of project budgets, forecasts, and financial reports in collaboration with the Project Director and URC headquarters.Ensure timely and accurate submission of financial reports to CDC and URC, including pipeline analyses, expenditure reports, and variance justifications.Manage and monitor cash flow, expenditures, and disbursements to ensure optimal use of project resources and compliance with donor requirements.Oversee procurement and sub-award management processes, ensuring all transactions and contracts comply with URC and CDC standards and local regulations.Support the annual work planning process, ensuring financial inputs align with technical priorities and implementation timelines.Build and supervise a high-performing finance and operations team, providing mentorship and strengthening staff capacity in financial management and compliance.Collaborate with the Business Official and Operations teams to ensure effective coordination of administrative, procurement, and HR functions in support of technical implementation.Ensure readiness for audits and support all audit processes, implementing recommendations and corrective actions as necessary.Advise the Project Director and senior leadership team on financial trends, risks, and mitigation strategies to enhance efficiency and cost-effectiveness.Contribute to knowledge management and reporting, ensuring financial performance data inform management decisions and donor communication.Perform other duties as assigned and/or agreed upon with the Project Director or URC home office.QualificationsBachelor’s degree in Accounting, Finance, Business Administration, or a related field; Master’s degree or professional certification (CPA, ACCA, or equivalent) strongly preferred.Minimum 6–8 years of progressively responsible experience managing financial and administrative operations of large, complex, donor-funded health programs; CDC/PEPFAR experience required.Demonstrated experience in financial reporting, auditing, budgeting, and compliance for U.S. government–funded projects.Proven ability to develop and implement financial control systems that ensure accountability and risk management.Experience in procurement, grants, and sub-award management in accordance with donor and national requirements.Strong analytical and problem-solving skills, with the ability to provide strategic financial guidance and actionable insights.Excellent communication and interpersonal skills, with experience supervising multi-functional teams.High level of integrity, attention to detail, and commitment to professional excellence.Fluency in English required; proficiency in siSwati an advantage.Citizens of Eswatini are encouraged to apply.This job is open to candidates legally authorized to work in Eswatini.
