About CHGPIThe Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and well-being and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. The CGHPI is implementing an award from the U.S Centers for Disease Control and Prevention (CDC) through funding from the President’s Emergency Plan for AIDS Relief (PEPFAR). The program supports the Kingdom of Eswatini to provide community-based, comprehensive, quality assured care, treatment and prevention HIV/TB services in Manzini and Lubombo regions to maintain HIV Epidemic control, achieve TB epidemic control and mitigate the impact of public health. The program contributes to establishing or extending resilient, differentiated and sustainable community-based services for prevention, diagnosis, treatment and care of HIV and TB, especially for the most vulnerable and hard-to-reach populations across the cascade, in ways that serve their needs; building an interface between health facilities and the community to ensure seamless service access and delivery; building the capacity of community- and faith-based organizations to implement and monitor programs that can be used to address emerging public health threats, and support the community systems strengthening initiatives of the Ministry of Health. Job Location: Mbabane, EswatiniReports to: Chief Operating OfficerJob OverviewThe Finance & Grants Manager will play a pivotal role in ensuring the financial integrity, compliance, and efficiency of organizational operations. This position is responsible for maintaining and administering a comprehensive financial accounting system to support effective financial management and reporting. The Finance Manager oversees the development, monitoring, and review of project budgets, conducts financial analyses, and ensures accurate reporting in line with donor regulations and award requirements for Georgetown University and its subgrantees. Additionally, the role involves coordinating audits, maintaining audit-ready financial records to ensure compliance with grant requirements. The Finance Manager serves as a key advisor on financial matters, fostering collaboration across teams to achieve organizational financial objectives, while performing other duties as needed.Specific ResponsibilitiesMaintain and administer a robust financial accounting system to ensure accuracy, integrity, and the effective performance of financial operations.Prepare and submit accurate financial reports in compliance with organizational policies and donor requirements.Lead the creation, monitoring, and periodic review of project budgets to ensure alignment with organizational goals and donor expectations.Conduct monthly financial analyses, including budget-to-actual expense reports, to identify and address variances in collaboration with the Project Director and Supervisor.Ensure timely and accurate financial reporting in line with donor regulations, award terms, and organizational policies for Georgetown University and its subgrantees.Monitor and enforce compliance with financial policies, procedures, and grant requirements.Facilitate internal and external audit processes, ensuring financial records are well-maintained, audit-ready, and meet all compliance standards.Implement corrective actions based on audit findings to strengthen financial controls and processes.Participate in donor meetings and trainings related to grant compliance and financial reporting requirements.Provide internal guidance on donor regulations and coordinate discussions to ensure consistent understanding and application across teams.Act as a financial advisor to project teams, fostering collaboration to achieve organizational financial objectives.Manage the grant-making process in line with GU and donor policies, from setup to closeout.Provide technical assistance and training to subgrantees on grants and financial management.Monitor compliance with award conditions, review supporting documentation through spot checks, and ensure timely submission of technical and financial reports.Verify that subgrantee expenditures are within grant periods, properly supported, and aligned with approved budgets.Track burn rates, analyze budget variances, and recommend corrective actions to improve financial performance.Oversee property inventory and ensure proper disposition of assets acquired by subgrantees.Support grant modifications and ensure adherence to updated donor requirements.Address contractual or compliance issues and provide recommendations to senior management.Required Qualifications& Competencies Degree in Finance or Accounting is required.A relevant post-graduate qualification is mandatory, ACCA/CIMA will be an added advantage.A minimum of 5 years of experience in financial management, accounting, or grants administration within an international NGO or donor-funded environment.At least 3 years in a supervisory or managerial capacity overseeing financial systems and subgrantee management.Demonstrated experience working with US Government-funded projects (e.g., CDC, USAID) and a solid understanding of their financial and compliance regulations.Excellent interpersonal and communication skillsStrong writing skills, with the ability to produce clear and concise financial reports and documentation.Demonstrated analytical and strategic thinking abilities, coupled with strong leadership skills.Proven ability to work effectively under pressure and manage multiple priorities.Proficiency in advanced computer skills (Microsoft Office Suite, financial management software packages and relational databases).Instructions for Submitting Application:1.     All applications should be submitted electronically to cghpieswatini@georgetown.edu 2.     Include the position you are applying for in the subject. 3.     Applications should include three (3) references.4.     All applications should include a cover letter detailing the applicant's suitability for the job, highlighting key functional areas, expected qualifications, and experiences.5.     Candidates should attach a CV/Resume that is no longer than five (5) pages long and highlight their key achievements in areas relevant to the above roles.6.     The application deadline is November 13, 2025, 5:00 PM Eswatini Time.
