Job DescriptionThe Budget Management Senior Manager is responsible for overseeing FOMBs budgeting process, including the development, implementation, and monitoring of budgets. This role involves working closely with senior management and various departments to ensure accurate financial planning and adherence to the Fiscal Plan. Essential Role and ResponsibilitiesOversee the development and communication of the annual budget and fiscal plan timeline to ensure alignment with the Certified Fiscal Plan.
Monitor the implementation of the CW certified budget by government entities, as well as the execution of the certified fiscal plan for other instrumentalities, and coordinate with department heads to align the budget with organizational goals. Consolidate departmental budgets into a comprehensive organizational budget and conduct financial analyses to identify trends, risks, and fiscal impacts. Perform fiscal impact analyses and review contracts for consistency with the Fiscal Plan, ensuring all contracts and Appendix A are accurate. Monitor liquidity and report findings to the Director and Board, while ensuring adherence to budget constraints and resolving budget-related issues.
Engage with the Legislature on budget resolutions, provide overviews of budget targets, and participate in budget negotiations. Conduct budget control training for agencies and mentor staff in implementing financial measures. Collaborate with the communications team to share key messages and provide feedback on communications materials. Supervise staff to ensure compliance with projects and meet with advisors and external stakeholders as needed. Promote a positive work environment and perform other tasks as required. A minimum of 5 – 8 years of specific combined experience working in the government sector is preferred.
 A combination of education and experience could be considered. Strong knowledge of budgeting processes, financial reporting, financial monitoring and financial analysis techniques. Analytical and financial planning experience. Skills and CompetenciesExpertise in budget development, management, and analysis, aligning with organizational goals. Proficient in preparing financial reports and analyzing complex data to identify trends/issues. Strong analytical abilities to address challenges and apply problem-solving judgment to critical business issues.  Leadership and integrity, with the ability to adapt quickly in fast-paced environments. Excellent bilingual communication skills (Spanish and English), both oral and written.
Ability to meet deadlines, develop action plans, prioritize tasks, and manage time efficiently. Discreet handling of complex and confidential information while fostering positive relationships.
