Job Description

This position is responsible for planning, directing, managing and overseeing fire services for an assigned fire service area.Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.This is a non-bargaining unit management position.Residency within the Willow-Caswell Fire Service Area is preferred. Applicants residing outside the service area may be considered if their primary residence is within twenty (20) minutes driving time (non-emergent) to one of the district’s primary fire stations (12-1 Willow, 12-6 Nancy Lake, or 13-1 Caswell). In exceptional cases, and at the discretion of the Director of Emergency Services, applicants residing with a slightly longer driving time may be considered, provided operational response requirements can be met.T1 - T5 - DOEBaccalaureate degree in a course of study related to the occupational field. Degrees inclusive of the occupational field include Fire Science, Fire Science Management, Fire Science Administration, Fire Protection, and Fire Protection Engineering. Post-secondary education in a related field and/or relevant experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. Related fields may include Emergency Management, Business Administration, Human Relations, Political Science, and Public Administration.Ten (10) years of progressively responsible experience in the fire service demonstrating contributions to the mission of fire protection, suppression, prevention, or emergency response - including five years of supervisory experience, five years of structural fire suppression experience, and five years of command level experience. Experience should be sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems. Relevant experience may include overseeing operations in the extinguishing of fire and prevention of fire damage, fire training and education, emergency management and command, logistics and administrative roles within fire departments, hazardous materials response, and or work in military, airport, or industrial environments involving fire protection.Possession of or ability to obtain, within six (6) months of hire, a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.Possession of appropriate State of Alaska Fire certifications required at the time of hire. Certifications include Firefighter I, Firefighter II, and Fire Officer I.Possession of Fire Investigator certification is preferred.Completion of required Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire, ICS 300 and ICS 400 within nine (9) months of hire, and ICS 200 and IS 800 within one (1) year of hire.Must successfully pass a pre-employment background check, drug screen and physical.Recruits, hires, trains, assigns, directs, supervises, evaluates and disciplines personnel. Responds to fire emergencies in a command role only; establishes or assumes command; delegates or assists in the direction and coordination of fire suppression efforts. Coordinates the administrative and operational activities of fire service units to ensure readiness to respond to fire emergencies. Oversees drills and training of fire personnel. Develops and administers annual operational and capital improvement budgets. Develops and modifies strategic plans and fire ground organizational structure when functioning as command officer at emergency scenes; coordinates sector operations and functions as operations or sector officer during emergency operations; ensures the safe and efficient functioning of all personnel and units; ensures compliance with department and Borough standard operating procedures. Ensures the proper maintenance and repair of fire equipment and apparatus; assumes responsibility for maintaining a variety of fire service area records. Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented. Oversees the housekeeping, safety and repair of fire service area facilities and grounds. Prepares a variety of reports on the operational and administrative activities of the fire service areas; presents fire prevention information to various groups and the public. Participates in the development, implementation and enforcement of service area standard operating procedures. Directs the completion and maintenance of department files and records; ensures the timely submission of all documents and reports. Performs master and pre-fire planning; coordinates with other Borough departments, fire service areas, and public safety organizations for mutual assistance; maintains mutual assistance agreements; assists in the development and maintenance of the Borough-wide Comprehensive Fire Protection Plan. Works with fire service area Board of Supervisors; attends board meetings and presents reports. When staffing the EOC performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident. Performs related duties.
