Job Purpose The Fleet Engineer and Terminals Manager is responsible for leading the development of a safe, efficient and reliable system to supervise the operation readiness of Hafeet Rail in respect of fleet rolling stock maintenance, freight facilities and terminal operations. This role ensures seamless coordination of resources, timely project delivery, and operational excellence by leading cross-functional teams. The position requires strategic oversight to optimize fleet performance, terminal operations, and freight facility management while ensuring safety, quality, and cost-effectiveness. The role also demands expertise in the operations and management of railway freight facilities to ensure efficient handling, storage, and movement of freight across the network. Prior to commercial operations, the role will focus on operational readiness activities in respect of fleet maintenance, freight facilities and terminal operations as determined by the operation readiness plan.Principal Accountabilities1. Fleet Maintenance and Operations:o Develop and implement maintenance programs for rolling stock to maximize availability, reliability, and lifecycle performance.o Develop the main strategy, processes and procedures for the upcoming daily operations of railway rolling stock fleet, ensuring efficient and safe fleet O&M targets.o Develop strategies to optimize fleet and depot capacity, minimize turnaround times, and enhance service levels.o Develop the main strategy, processes and procedures for the monitor and manage resource allocation, and facility infrastructure to maximize efficiency and cost-effectiveness.o Lead the implementation of technology and process improvements to streamline depot and rolling stock operations.2. Freight Facility Operations and Management:o Develop the main strategy, processes and procedures for the upcoming daily operations of railway freight facilities, ensuring efficient handling, storage, and movement of goods to meet customer demands and operational targets.o Develop strategies to optimize freight facility capacity, minimize turnaround times, and enhance service levels.o Develop the main strategy, processes and procedures for the monitor and manage freight logistics, resource allocation, and facility infrastructure to maximize efficiency and cost-effectiveness.o Lead the implementation of technology and process improvements to streamline freight operations.3. Project Planning and Coordination: o Develop and maintain detailed project plans to support operational readiness activities related to rolling stock, freight facilities, terminals, and asset management. o Define project scope, deliverables, and milestones in collaboration with stakeholders. o Monitor progress against project timelines and budgets, ensuring timely interventions where necessary. o Develop detailed project plans, manage timelines, and allocate resources for fleet maintenance, freight facilities, terminal development, and improvement projects.o Coordinate with internal and external stakeholders to ensure timely and on-budget project delivery.o Implement risk management strategies and identify opportunities for continuous improvement.4. Stakeholder Engagement: o Act as a central point of contact for all stakeholders involved in operational readiness. o Facilitate seamless communication between internal teams, contractors, and external partners. o Ensure alignment of project objectives with stakeholder expectations and regulatory requirements.5. Operational Readiness Management: o Oversee the preparation and implementation of operational readiness strategies for rolling stock, freight facilities, terminals, and asset management. o Coordinate activities such as testing, commissioning, training, and resource mobilization. o Ensure that all operational systems and processes are fully functional and meet safety and performance standards. 6. Resource Management: o Manage resource allocation to meet project requirements efficiently. o Lead cross-functional teams, providing guidance and resolving challenges to maintain project momentum.7. Risk and Issue Management: o Identify potential risks and issues impacting operational readiness. o Develop mitigation plans and implement corrective actions as needed. o Maintain a risk register and report regularly to senior management on project status. 8. Quality Assurance and Continuous Improvement: o Establish quality benchmarks and ensure compliance with industry standards. o Conduct post-project reviews to identify lessons learned and implement improvements for future initiatives.9. Leadership and Team Management:o Lead cross-functional teams across fleet engineering, freight facility operations, terminal management, and project delivery.o Develop team capabilities through training and mentorship, fostering a culture of accountability, collaboration, and excellence.o Ensure clear communication between teams, management, and stakeholders to align on objectives and deliver results.10. Compliance and Safety:o Ensure adherence to regulatory and safety standards for all rolling stock maintenance, freight facility operations, and terminal activities.o Drive a strong safety culture, overseeing audits, inspections, and corrective action plans as necessary.o Maintain and manage quality assurance processes to meet industry and organizational benchmarks. Knowledge, SkillsEducation and Certifications: o Bachelor’s degree in engineering, Business Administration, Logistics, Project Management, or a related field (Master’s degree preferred). o Professional certifications such as PMP (Project Management Professional) or PRINCE2 and Agile certifications (e.g., Scrum Master, SAFe) are a plus.Work Experience: o Minimum of 15 years of professional experience in planning, O&M, logistics, and asset management with a focus on railway live operations and projects. o Demonstrated ability to manage operational readiness for large-scale infrastructure projects.
