About the RoleWe are seeking an experienced Business Analyst to support the development of intra-operability capabilities across national digital health systems, with a focus on My Health Record and the Health Connect pilot.

This role will be instrumental in shaping the business case, defining scope, and eliciting and documenting requirements to support seamless data exchange and integration across healthcare systems. Responsibilities and Accountabilities: Lead the development of the business case for intra-operability initiatives, including cost-benefit analysis, stakeholder impact, and alignment with national digital health strategies. Collaborate with stakeholders to define the scope and objectives of the Health Connect pilot and My Health Record enhancements. Conduct requirements elicitation through workshops, interviews, and document analysis with clinical, technical, and policy stakeholders. Translate business needs into clear, concise, and testable functional and non-functional requirements.

Work closely with solution architects, developers, and project managers to ensure requirements are understood and implemented effectively. Support the development of interoperability standards, data models, and integration specifications. Contribute to risk assessments, gap analyses, and readiness assessments for pilot implementation. Assist in the development of project documentation, including process maps, use cases, user stories, and traceability matrices. Ensure alignment with privacy, security, and regulatory requirements in the healthcare domain. Requirements and Experience: Proven experience as a Business Analyst in digital health, government, or complex IT environments. Strong understanding of health information systems, interoperability frameworks, and clinical workflows.

Experience with My Health Record, FHIR, HL7, or other health data exchange standards is highly desirable. Demonstrated ability to develop business cases and define project scope in complex, multi-stakeholder environments. Excellent communication, facilitation, and stakeholder engagement skills. Strong analytical and problem-solving abilities with attention to detail. Familiarity with Agile and Waterfall delivery methodologies.
