Job Description

A General Manager in Design Strategy and Planning oversees the full spectrum of activities within the design and planning stages of a project, from initial concept development to securing authority approvals. The role includes leading multidisciplinary teams, managing timelines, and working closely with PCM and other stakeholders to ensure the design aligns with budget parameters. He/She is also responsible for maintaining design and layout quality, ensuring regulatory compliance, driving strategic planning, and facilitating effective communication among all stakeholders.1. Project Planning and ManagementStrategic Planning: Develop and implement strategic plans for property development projects, including conducting market analysis, feasibility studies, due-diligent exercise, and financial modelling.Project Initiation: Manage the early stages of the project lifecycle, assist in due diligence efforts, and support the process of securing required approvals.Timeline Management: Establish and monitor project timelines from initiation through BP endorsement, ensuring all key milestones are achieved as scheduled.Design Control: Ensure all design aspects meet management standards, are functional and efficient, and incorporate strong unique selling points.2. Team Leadership and ManagementTeam Leadership:Lead and motivate project teams, including project managers, architects, engineers, contractors, and subcontractors.Provide guidance, coaching, skill training, and continuous support to subordinates to enhance work quality, ensure consistency, and uphold high performance standards.Performance Management:Set clear performance goals, monitor progress, and provide regular feedback to team members.Manage and ensure consultants maintain performance levels above Grade C.Ensure timely delivery of SPA drawings and specifications by consultants for signing.Ensure KM (Kebenaran Merancang) and BP (Building Plan) submissions by consultants are completed on schedule as per the programme.Review all building specifications and details against the design checklist to prevent recurring design and detailing errors.Review building specifications and materials in tender drawings to prevent discrepancies and minimise variation orders.3. Compliance and Regulations:  Compliance: Ensuring that all aspects of the project comply with relevant regulations and legal requirements.Job Requirements:Possess at least Bachelor’s Degree/Professional Degree in Civil Engineering / Urban Town Planning / Architectural or equivalent. A Master’s degree is an added advantage.Minimum 10 years working experience in senior management position in construction / property industry.Well-versed in property development process.Has strong management and good decision-making skills.Able to lead and manage team to achieve company’s goal.Good communication and networking skills.Ability to manage the resources of the company.
