Cybersecurity Policy and Advocacy, European Government Affairs Cybersecurity is a top priority for Microsoft and ever-increasing priority for our customers and governments around the world, particularly in Europe. Our European Government Affairs (EGA) team works with government, industry, and civil society stakeholders in Brussels and colleagues across EU capitals to engage and inform the development of corresponding regulatory and public policies that addresses emerging cybersecurity challenges and opportunities.Microsoft’s Brussels EGA team is looking for a Government Affairs Manager to join its EU policy team and lead engagement and advocacy activities across the cybersecurity and digital policy landscape. The role will focus on shaping EU cybersecurity policy in particular through collaboration with internal colleagues in Brussels, Europe, and the U.S, as well as external industry partners and political stakeholders in Brussels and Europe. This will include representing Microsoft in relevant industry associations, external events, and direct engagements, as well as working with colleagues internally, particularly our Global Cybersecurity Policy team, to help shape Microsoft's positions and inform internal compliance considerations. While focused primarily on cybersecurity policy, the role will also be responsible for covering related and adjacent policy areas including cybersecurity standards, product certification, and more.The successful candidate should have proficient interpersonal skills, cybersecurity subject matter expertise, and relevant government affairs experience and stakeholder networks. Desired skills also include familiarity with the wider EU political and commercial landscapes to help inform policy considerations and opportunities for Microsoft, our customers, and our political stakeholders. The Director should be able to clearly communicate complex technical and policy issues to different audiences internally and particularly externally and have a relevant academic or professional background in government affairs, cybersecurity, and/or political science. ResponsibilitiesResponsibilities: Lead and engage on behalf of Microsoft on EU cybersecurity policy and initiatives consistent with Microsoft principles and practices and as part of the European Government Affairs team. Contribute to the development of EU policy positions on cybersecurity, including with respect to emerging technologies such as artificial intelligence, as well as strategies to help advance such positions in Europe. Represent Microsoft in industry fora and public-private partnerships. Help flag, identify, and assess key EU policy and regulatory initiatives and implications for Microsoft and its customers, and drive corresponding internal awareness. Advocate for relevant policy issues and develop and drive corresponding EU campaigns in collaboration with internal stakeholders and European government affairs colleagues on priority issues, strategies, and/or programs. Identify opportunities for strategic engagement, analyze and recommend corresponding actions and initiatives aligned to Microsoft and its customers' priorities, leveraging individual stakeholder networks as well as internal subject matter experts and specialists. Navigate increasing regulatory and political complexities to prioritize opportunities for engagement and successful outcomes. Develop strategies for multiple EU regulatory and/or legislative initiatives to help assess their impact on Microsoft priorities and contribute to the development of relevant supporting materials to support wider Microsoft engagement. Participate in internal/external events and support executive engagements in the EU. Build and maintain a strong stakeholder network in Brussels and internally better inform and execute on Microsoft's objectives in key priority areas and position the company as a key partner for EU policymakers. Contribute to the goals and priorities of Microsoft’s global policy team and in particular the wider EU policy and European Government Affairs team with effective and enthusiastic collaboration and contributions to the work of others. QualificationsRequired QualificationsBachelor's Degree in Political Science, Public Policy, Public Administration, or related field AND demonstrable experience in the private sector, government, or academia.Or equivalent experience Demonstrable track record engaging with government officials, political and corporate stakeholders. Relevant experience in growing relationships internally with policy subject matter experts, and externally with public and private sector partners. Relevant experience incorporating different perspectives and collaborate, within Microsoft and with our partners, to drive outcomes. Preferred QualificationsExcellent written and oral communication skills, with a demonstrated ability to discuss and advance complex technical and policy concepts with diverse stakeholders at various levels. Expertise in communicating content about security or technology policy issues. Commitment to driving campaigns to address complex challenges, individually and as part of a wider, matrixed team. Willingness to learn and understand additional policy positions for technologies and practices that are constantly changing. Flexibility and willingness to shift focus and adapt to new policy needs and priorities, leveraging government affairs background and expertise. Relevant experience in growing relationships internally with policy subject matter experts, and externally with public and private sector partners.
