Job Description

Duties and responsibilities:   Manages the preparation, analysis and review of annual budgets including detailed support and analysis of the agency's revenue forecast and departmental budgets, detailed support and analysis of balance sheet forecasts and the associated cash flow forecasts; development of presentations to help summarize budget results in a comprehensive and easy-to-understand format. Responsible for the monthly and quarterly compilation and detailed analysis of the Agency's financial results; prepares and presents such reports to the Board Develops financial modeling, financial statement analysis, decision modeling, reporting and ad-hoc analysis to support strategic initiatives; assists in the continued development of budgeting, financial forecasting, operating plan and modeling tools; develops and maintains consistent tracking mechanisms to measure performance. Collaborates with internal and external partners in the implementation, review and approval of annual budget process for the Government Agencies. Ensures budgets are prepared within established timeframes. Ensures that properties meet or outperform approved operating budgets. Independently compile, analyze and interpret data from automated or manual fiscal reports. Attends staff meetings on budget and operational matters and keeps abreast of legislative changes and programs that may have an impact on operations, budget needs and funding levels.   What we're looking for: Advanced level skills in manipulating data and performing calculations and analysis in Excel, SAS or SQL Experience in interpreting policies, procedures, financial reports, legislation or other financial data. Ability to exercise good judgment and discretion, with regard to confidential budget matters, analytical, and problem-solving skills. Excellent writing skills combined with stellar communication, facilitation, and presentation skills. Experience creating, validating and explaining financial models used for budget development.
