Working from our office in Guam, this position provides support primarily to our Clients across the Indo-Pacific Region in locations such as Guam, Japan, and Korea. This full-time position will perform design coordination, project management, and/or senior engineering discipline roles in support of facility/infrastructure improvement projects on US military installations or facilities/infrastructure designed for sole use by US forces or joint use by US and Host Nation forces. This includes managing activities related to project scope, schedule, cost, quality, communications, resources, and risk elements to optimize client service, quality, and fiscal responsibility.Additionally, in support of business development efforts, aid the Indo-Pacific Client Service Manager in regional pursuits or responses to requests for proposals (RFPs). The position will help coordinate the efforts of a multi-disciplined design team with responsibility for delegating work tasks, managing the work schedule, and ensuring proper work coordination amongst the team. Finally, this position will serve as the overall office lead for our Guam office.Work may include projects in support of other US Federal Agencies and may involve both US and international standards.What You Will Be Doing:Forming and managing a project team (including outside subconsultants) and sees that responsibilities are assigned and that the execution of tasks is completed according to the project scope, schedule, budget, risk constraints, and quality requirementsAssist in talent management activities including identification and accession of new personnel, training, and professional development requirementsAssist in strategic planning for the region including market analysis, competitor & partner analysis, and capability requirementsParticipating in project scoping, costing and proposal preparation, interviews, and fee negotiations to the extent requiredPreparing project opening orders, project outlines, project initiation activities, project schedules, project executions, and project closingsLeading and workings closely with all disciplines on multi-discipline projectsMaking recommendations on design alternativesOrganize, manage and maintain project information and recordsReviewing assigned project after award to define project scope, determine work procedures/sequences and develop schedules, budgets, staffing, and progress billing pointsAchieve project performance established for the engagementAchieve project objectives including quality, scopes, budgets, and schedulesMaintain a continuing business relationship with clients as part of ongoing business development effortsMeet with client management as necessary to resolve issues and to obtain approvals throughout the project lifespanLeading and mentoring Members in the Guam office on projects, DoD standards, project management best practices, and advise on day to day client engagementMonitoring staffing requirements and making recommendations for hiring team membersRequired Qualifications:Bachelor’s degree in Engineering or Architecture from an accredited four-year college or universityCurrent U.S. Professional Engineer (PE) or Architecture licenseExperience with Uniform Building Code (UBC), Department of Defense (DoD) Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). OCONUS military planning and design experience a plusMust be willing and able to travel in the Indo-Pacific region – approximately 15% total travel per yearDemonstrated capabilities and success in managing medium to large projectsAbility to manage multi-office projects and multiple projects concurrentlyAbility to lead both in-person and virtual teamsThorough understanding of inter-disciplinary design coordinationGeneral knowledge of construction techniques and an ability to read plans and specificationsOther requirements:Ability to obtain a Common Access CardPass a ten year criminal background check as required by our federal clientRead, write, and speak English fluentlyAvailable and willing to work flexible hours and occasional overtimeTravel throughout the region, commonly on flights that are 10+ hours in duration, without issuePreferred Qualifications:Certification as a Project Management Professional (PMP), preferred but not requiredExperience with Design-Build project delivery is a plusStanley’s Approach to FlexibilityWhile some members choose to work out of their local office on a full-time basis, we offer a hybrid schedule for eligible positions consisting of two days a week in the office, two days a week remotely, and Friday being a flexible day that can be worked either in the office or at home.
