Town of GuernseyJob DescriptionTitle: Municipal JudgeDivision: Administration Effective Date: 05/2025Department: Municipal Court Last Revised: 05/2025GENERAL PURPOSEServes as the Town's appointed Municipal Court Judge in handling, hearing and settling various criminaland civil matters and other legal situations and complaints that arise within the jurisdiction of the Townof Guernsey. SUPERVISION RECEIVEDWorks under the general guidance and direction of the Mayor and Town Council within the legalframework established by state statutes and local ordinances. SUPERVISION EXERCISED-None.

Essential FunctionsAttends and participates in judicial programs to maintain thorough knowledge of the law and serves as ageneral resource to the community on judicial activities and actions; complies with cannons of judicialethics; ensures court operates within statutory law and administrative guidelines; implements officepolicies and standard operating procedures.

Serves as committing magistrate for the purpose of setting bail on all criminal cases within properjurisdiction; presides over and adjudicates all cases involving class B and C misdemeanors andinfractions, including traffic violations,Assists in the preparation of annual budget recommendations related to course construction,equipment replacement, maintenance, repair, and personnel needs; may present budget requests tomayor or city council; monitors course expenditures to insure conformance to established fiscalprogram . Minimum QualificationsEducation and Experience: Municipal Judges in towns, other than First Class Cities, are not required to have a law degree.

Considerable knowledge of Ordinances, statutes, and Court decisions relating to Municipal Court jurisdictions;knowledge of judicial procedure and rules of evidence, as well as organization, duties, powers, limitations, andauthority of the Municipal Court to adjudicate Misdemeanor Criminal cases, as listed under Chapter 6, Section 5-6of the Wyoming State Statutes. MUNICIPAL COURT JUDGE, page 2Ability to Analyze evidence, apply existing laws impartially, and render prompt, equitableverdicts. Work well under pressure and respond in a professional manner. Establish and maintaineffective working relationships with employees, town officials, the general public and all otherscontacted in the course of work.

Possess emotional stability, a sense of fairness, and exhibitrespect towards all persons, including but not limited to argumentative and often hostilepersons in Court. Communicate clearly and concisely, both orally and in writing. Make oneself available for arrestand search warrant needs.

Responsibilities And DutiesPreside over Municipal Court proceedings and hearingsInterpret and apply Municipal laws, ordinances, and regulationsConduct arraignments, preliminary hearings, and trialsIssue warrants, fines, and other legal directivesProvide fair and impartial rulings based on evidence and legal standardsReview legal documents and case files before court sessionsEnsure courtroom procedures are followed and maintain order in the CourtCommunicate with law enforcement, attorneys, and Court staff to coordinate casemanagementMaintain accurate records of proceedings and rulingsAdminister oaths and affirmationsDetermine sentences, penalties, and other forms of legal accountabilityInterpret and explain legal principles and evidence to jury members when applicable.

Respond to legal motions and procedural requestsParticipate in ongoing legal education to stay updated on changes in laws and regulationsManage Courtroom procedures, ensuring decorum, and adherence to legal standardsMaintain ledger of all payments of fines, costs, and forfeitures and remit all m neys to theClerk/Treasurer monthlyReport all traffic violations to WYDOT, Wyoming Dept of Transportation, promptlyComplies with all Judicial canons listed under the ABA Model Code of Judicial ConductDi sc laimer: The above statements describe the general nature, level, and type of work performed by the incumbent(s )assigned to this classification.
